About the position

The Human Resources Manager at District 7 Human Resources Development Council (HRDC) plays a crucial role in managing the agency's HR functions under the supervision of the CEO. This position is responsible for providing assistance and support to Program Directors, agency departments, Executive Management, and employees in all matters related to human resources. The HR Manager interprets and ensures compliance with HRDC policies and procedures, as well as State and Federal employment laws and regulations. This role involves directing and assisting in various HR activities, including recruitment, personnel selection, staffing, classification, development and training, organizational analysis, fair employment practices, and employee relations. The HR Manager is also tasked with providing training to agency managers and supervisors on management principles, practices, procedures, and leadership skills. The mission of HRDC-7 is to empower individuals and families with low incomes, ensuring they achieve economic security and are engaged in building opportunities within their communities. The HR Manager will contribute to this mission by maintaining and updating the HRDC Employee Policies and Procedures Handbook, ensuring compliance with all HR policies, and facilitating a positive work environment. In addition to these responsibilities, the HR Manager will analyze and research agency benefits and compensation practices, assist with payroll review, and monitor new hire employment processing. The role requires maintaining communication with agency management regarding HR-related issues and participating in various committees to promote safety and engagement within the organization. The HR Manager will also oversee the evaluation and classification of job descriptions, administer recordkeeping systems for employment verifications, and develop employee training programs to ensure ongoing development and compliance with applicable laws and regulations.

Responsibilities

  • Maintain and update HRDC Employee Policies and Procedures Handbook to ensure compliance requirements are met.
  • Ensure compliance with all HR Policies and related processes and procedures.
  • Draft corrective action and disciplinary letters in conjunction with supervisors.
  • Maintain ongoing communication with agency management regarding HR-related issues.
  • Report to Director of Finance and/or CEO on employee relations issues, complaints, and allegations of harassment.
  • Participate in the Safety Committee and lead activities to promote safety and maintain agency-wide safety procedures.
  • Participate in the Connections Committee to foster culture and engagement throughout the organization.
  • Analyze and research agency benefits and compensation practices to ensure competitive wages and legal compliance.
  • Work with Director of Finance and CEO to develop annual employee compensation budgets.
  • Assist with payroll review to ensure accuracy and monitor staff behavioral patterns.
  • Recruit, post openings, screen applicants, and assist in hiring throughout the Agency.
  • Perform job reference, background, and criminal checks as required.
  • Monitor new hire employment processing and basic orientation, ensuring detailed training of programs and procedures.
  • Maintain and update data tracking systems for timely reporting of new hires, transfers, performance appraisals, and absenteeism rates.
  • Maintain and update staff organizational chart with staffing changes.
  • Oversee the evaluation, classification, and rating of job descriptions annually.
  • Administer, report, and maintain recordkeeping systems for employment verifications, Workers Compensation claims, FMLA, and other regulations.
  • Maintain EEO records and prepare EEO and OSHA reports within prescribed deadlines.
  • Analyze, develop, and provide employee training programs to ensure employee development.
  • Facilitate annual trainings for all company employees on various topics.
  • Participate in management meetings, department meetings, and Board meetings as requested.
  • Oversee regular leadership coaching for all managerial staff.
  • Serve as a liaison for all benefit-related questions and help staff understand benefit plans.

Requirements

  • Bachelor's degree in Human Resources or related field.
  • Four years of human resources related experience or equivalent combination of education and experience.
  • Valid Montana Driver's License and proof of personal automobile insurance.

Nice-to-haves

  • PHR or SPHR certification preferred.
  • Excellent communication skills with knowledge of Human Resources best practices and employment laws.
  • Proficient in Microsoft Office and database computer programs.
