About the position

The position is responsible for all aspects of Human Resources, Safety, and Environmental issues at the mill location, working in conjunction with management and the Human Resources Assistant. The primary goal is to maintain the employee base and ensure compliance with all HR, Safety, and Environmental regulations. This includes coordinating and following up on training, overseeing payroll, managing workers' compensation, and coordinating environmental requirements with outside consultants.

Responsibilities

  • Provide staffing, training, and legal support to the mill with input from management/supervisors.
  • Recruit and interview for vacant positions, utilizing HR assistant for the first round and HR Manager/supervisor for the second round.
  • Check references with assistance from HR assistant.
  • Conduct drug tests (random and new hire).
  • Conduct orientation on company policies, benefits, and safety, following up with supervisors about on-the-job training.
  • Maintain new hire orientation package bilingually and all employee literature with input from owners and general manager.
  • Meet with new hires as needed on training issues.
  • Instill a teamwork ethic throughout the organization.
  • Maintain employee files properly with HR assistant.
  • Conduct exit interviews and ensure timely termination information is sent to the Corporate office.
  • Keep current with labor laws and ensure compliance.
  • Coordinate performance evaluations with HR assistant.
  • Process payroll through a multi-step review involving supervisors, HR Manager, and General Manager.
  • Assist with organizing service/safety awards and other company functions.
  • Assist with the monthly newsletter.
  • Provide safety oversight for the mill location with assistance from supervisors.
  • Keep current with OSHA regulations and assist mills with compliance.
  • Conduct monthly safety meetings and safety committee meetings.
  • Conduct weekly walk-throughs and write up violations, with authority to discipline.
  • Follow up with supervisors on safety recommendations.
  • Maintain all plant signage in good condition and bilingually.
  • Train supervisors/employees on safety procedures, including lockout/tagout procedures.
  • Process new workers' compensation claims with assistance from HR assistant.
  • Thoroughly investigate new accidents and follow up with management on investigations.
  • Record accidents with insurance and OSHA, maintaining communication with employee doctors.
  • Maintain all documents pertaining to workers' compensation and train supervisors on completing accident investigation forms.
  • Ensure compliance with Title V permit and all other DEP and EPA issues related to the mill location.
  • Schedule annual testing and maintain a calendar of important dates for execution.
  • Assist DEP and EPA with information requests through consultants.
  • Attend and facilitate weekly Supervisor's meetings to discuss HR needs, training, safety issues, workers' compensation, and environmental issues.
  • Assist owners with representation and reputation building within communities.

Requirements

  • College degree with a major in business and PHR certification preferred.
  • Ability to clearly and effectively communicate issues to supervisors and senior management.
  • Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, production methods, and coordination of people and resources.
  • Knowledge of laws, legal codes, government regulations, executive orders, and agency rules.
  • Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, stenography and transcription, designing forms, and other office procedures and terminology.
  • Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects.
  • Knowledge of arithmetic, algebra, geometry, calculus, statistics, and their applications.
  • Knowledge of safety laws, rules, and regulations including workers' compensation and environmental policies.
  • Ability to motivate, develop, and direct people as they work, identifying the best people for the job.
  • Ability to lead and work well with supervisors and operators.
  • Ability to work well both independently and as part of a team.
