About the position

The HR Operations Manager plays a crucial role in supporting the Missile Defense Agency (MDA) on the Integrated Research and Development for Enterprise Solutions (IRES) contract. This position is based at Schriever Space Force Base in Colorado Springs, CO, or Redstone Arsenal in Huntsville, AL. The HR Operations Manager is responsible for providing comprehensive Human Resources (HR) services for a contract that encompasses approximately 1100 personnel. Key responsibilities include conflict resolution, timekeeping services, recruiting and staffing, and managing new hire processes. The role requires active participation in various reviews, meetings, technical performance discussions, teleconferences, and working groups to ensure effective HR integration across multiple MDA/IRES directorates and program organizations. In addition to these responsibilities, the HR Operations Manager will analyze program organizational data to recommend process improvements and facilitate conflict resolution among stakeholders, including HR, employees, and supervisors. The position also involves supporting the Senior HR Manager by providing guidance on employee relations issues and preparing, modifying, and delivering various HR status reports and metrics. The HR Operations Manager will oversee all HR activities and functions, manage policies and procedures for the program unit, and ensure alignment with company directives while driving sustained performance and customer satisfaction with a focus on continuous improvement. The successful candidate will need to demonstrate effective communication skills, both verbal and written, to engage with a diverse group of internal and external stakeholders. The ability to make independent judgments for planning, prioritizing, and organizing a diversified workload is essential, as is the capacity to work independently with minimal supervision. Responsibilities

  • Provide all aspects of Human Resources (HR) services for a 1100 person contract including conflict resolution, timekeeping services, recruiting/staffing, and new hire processes.
  • Participate in reviews, meetings, technical performance meetings, teleconferences, and working groups.
  • Analyze program organizational data and make recommendations on process improvements.
  • Provide HR integration and support across multiple MDA/IRES directorates and program organizations.
  • Facilitate conflict resolution between all stakeholders including HR, employees, and supervisors.
  • Support the Sr. HR Manager in providing guidance on employee relations issues to supervisors, stakeholders, and Senior Contract Leadership.
  • Prepare, modify, and deliver various HR status reports/metrics.
  • Oversee all HR activities and functions.
  • Manage policies and procedures for the program unit, ensuring alignment with company directives.
  • Provide business support to EMO departments.
  • Drive sustained performance and customer satisfaction with a focus on continuous improvement.

Requirements

  • Must have one of the following combinations of education and experience: HS Diploma (or GED) and 12 years of general experience; Associate's degree and 10 years of general experience; Bachelor's degree and 8 years of general experience; Master's degree and 6 years of general experience.
  • Must have 6 years of directly related experience in HR or recruiting roles.
  • Must have 3 years of experience working in a management or leadership role.
  • Must have current experience supporting the IRES contract.
  • Must have an active DoD Secret Clearance.

Nice-to-haves

  • Experience in databases, Remedy, and JAMIS/Peoplesoft.
  • A degree or related Certificate in Human Resources.
