About the position

The HR Operations Manager at the Washington State Department of Natural Resources (DNR) is responsible for overseeing human resources operations, providing consultation on performance management, and managing a team of HR consultants. This role serves as the primary contact for senior leadership and union representatives regarding HR laws and best practices, while promoting a culture of diversity, equity, and inclusion within the organization.

Responsibilities

  • Manage services and provide consultation on performance management for the Southeast region.
  • Act as the main point of contact for executive management regarding HR laws and regulations.
  • Oversee the senior human resources consultant team and the protected leave specialist.
  • Work with the Workplace Culture and Development office to ensure DEIB is included in consultation.
  • Provide training to DNR employees on performance management and reasonable accommodations.
  • Analyze and apply Federal and Washington State laws and Collective Bargaining Agreements.
  • Create and maintain policies and procedures to ensure compliance with laws and best practices.
  • Supervise HR consultants, ensuring they have the necessary tools and training.
  • Participate in legislative bill review and analysis for the Human Resource Division.

Requirements

  • Bachelor's degree in human resource management, business, accounting, or related field.
  • Three years of professional experience in human resources, including performance management and protected leave activities.
  • Experience with human resource management principles.
  • Ability to lead teams and build effective interpersonal relationships.
  • Excellent research, analysis, and problem-solving skills.
  • Strong customer service skills and effective communication abilities.

Nice-to-haves

  • Master's degree in human resource management or related field.
  • PHR or SPHR or equivalent SHRM certification.
