About the position

Gores Construction, a General Contractor based in Portland, Oregon, is seeking an experienced HR/Payroll Manager to oversee all aspects of Human Resources and Payroll. The HR/Payroll Manager will lead and manage the daily operations of the Human Resources and Payroll departments, ensuring compliance with government regulations and company policies. This role is critical in maintaining the integrity of payroll processing and benefits administration, as well as supporting the organization's strategic human resource initiatives. The HR/Payroll Manager will be responsible for payroll management, overseeing payroll processing using ADP Workforce Now and QuickBooks on a bi-weekly basis. This includes ensuring accurate and timely payroll transactions, managing benefits administration, and handling workers' compensation and unemployment claims. The manager will also audit employee time and labor data submitted by project managers to verify accuracy and resolve discrepancies, ensuring that payroll updates are processed accurately and timely, including new hires, terminations, and pay rate changes. In addition to payroll responsibilities, the HR/Payroll Manager will provide support to employees regarding payroll-related inquiries, maintain the Employee Time Off Calendar, and collaborate with the leadership team to implement the organization's human resource and talent strategy. This includes managing the recruitment process, overseeing employee relations, ensuring compliance with employment laws, and facilitating audits. The role requires a proactive approach to process improvement and staying updated on trends and best practices in HR and employment law. The ideal candidate will possess strong analytical and problem-solving skills, a high degree of professionalism, and exceptional organizational abilities. They will be expected to manage multiple assignments simultaneously while providing expert support and guidance on complex HR issues. This full-time position operates Monday through Friday, from 8:00 AM to 5:00 PM, and requires a commitment to maintaining confidentiality and integrity in all HR and payroll functions.

Responsibilities

  • Oversee payroll processing using ADP Workforce Now and QuickBooks on a bi-weekly basis, ensuring accurate and timely payroll transactions.
  • Manage benefits administration, workers' compensation, and unemployment claims.
  • Audit employee time and labor data submitted by project managers to verify accuracy and resolve discrepancies.
  • Ensure accurate and timely processing of payroll updates, including new hires, terminations, and pay rate changes.
  • Prepare and maintain accurate payroll records and reports.
  • Provide support to employees regarding payroll, paycheck amounts, deductions, direct deposit, tax questions, benefit deductions, and other concerns.
  • Maintain the Employee Time Off Calendar.
  • Collaborate with the leadership team to implement the organization's human resource and talent strategy.
  • Provide expert support and guidance to management and staff on complex HR issues, including accommodations, investigations, and terminations.
  • Manage the recruitment process, including interviewing and hiring for managerial, exempt, and professional roles.
  • Oversee disciplinary meetings, terminations, and investigations, ensuring fair and consistent application of company policies.
  • Ensure compliance with federal, state, and local employment laws and regulations, regularly reviewing and updating policies and practices.
  • Maintain up-to-date knowledge of trends, best practices, regulatory changes, and new technologies in HR, talent management, and employment law.
  • Facilitate audits by providing necessary records and documentation to auditors.
  • Identify and recommend updates to payroll processing software, systems, and procedures.
  • Perform other duties as assigned.

Requirements

  • 4+ years' experience as a Payroll Manager or HR Manager.
  • Extensive knowledge of payroll functions, including preparation, balancing, internal control, and payroll taxes.
  • Expertise in QuickBooks and ADP Workforce payroll systems.
  • Strong understanding of multi-location payroll and taxes.
  • Excellent analytical and problem-solving skills.
  • High degree of professionalism and sensitivity to confidential material.
  • Exceptional organizational skills and attention to detail.
  • Ability to prioritize tasks and manage multiple assignments simultaneously.
  • Outstanding verbal and written communication skills.
  • Excellent interpersonal, negotiation, and conflict resolution skills.
  • Strong supervisory and leadership abilities.
  • Proficiency with Microsoft Office Suite or related software.
  • Ability to quickly learn and utilize the organization's HRIS and talent management systems.
  • Thorough knowledge of employment-related laws and regulations.
