About the position

The HR Personnel Operations Manager at the Washington State Department of Natural Resources (DNR) is responsible for overseeing human resources operations, providing consultation on performance management, and managing a team of HR consultants. This role serves as the primary contact for senior leadership and union representatives regarding HR laws and best practices, while promoting a culture of diversity, equity, and inclusion within the organization. The position offers opportunities for professional growth and is part of a collaborative team environment.

Responsibilities

  • Manage services and provide consultation on performance management for the Southeast region.
  • Act as the main point of contact for executive management regarding HR laws and regulations.
  • Supervise the senior human resources consultant team and the protected leave specialist.
  • Work with the Workplace Culture and Development office to ensure DEIB is included in consultations.
  • Oversee and provide training on performance management, protected leave, and reasonable accommodations.
  • Analyze and apply Federal and Washington State laws and Collective Bargaining Agreements.
  • Provide data reports and information for requests.
  • Create and maintain policies and procedures to ensure compliance with laws and best practices.
  • Supervise HR consultants, ensuring they have the necessary tools and training.
  • Participate in legislative bill review and analysis for the Human Resource Division.

Requirements

  • Bachelor's degree in human resource management, business, accounting, or related field from an accredited institution or equivalent experience.
  • Three years of professional experience in human resources, including performance management and protected leave activities.
  • Experience with broad application of human resource management principles.
  • Ability to lead teams and build effective interpersonal relationships.
  • Excellent research, analysis, and problem-solving skills.
  • Ability to lead change and effect change through influence.
  • Excellent customer service skills.
  • Effective verbal and written communication skills.
  • Commitment to fostering an environment that honors diversity, equity, inclusion, and environmental justice.

Nice-to-haves

  • Master's degree in human resource management, business, accounting, or related field from an accredited institution.
  • PHR or SPHR or equivalent SHRM certification.
