About the position

The HR Specialist position within the Department of Defense is a critical role that involves managing and organizing various human resources functions related to military personnel. The incumbent will be responsible for updating command standard operating procedures (SOPs) to reflect any changes or additions necessary for compliance and operational efficiency. This role requires a deep understanding of military personnel issues, as the specialist will serve as the authoritative resource for diverse military personnel problems, providing guidance and solutions to complex administrative actions such as rating schemes, promotions, and congressional actions. In addition to these responsibilities, the HR Specialist will prepare implementing instructions for both headquarters elements and subordinate units, ensuring that all personnel actions are executed in accordance with established regulations and policies. The position demands a proactive approach to problem-solving, as the specialist will need to interpret regulations and procedures to provide sound advice and recommend corrective actions when necessary. The ability to maintain various personnel programs effectively, such as awards and decorations, is also a key component of this role. The HR Specialist will utilize automated systems to maintain military records and files, generating reports and documents as required. Effective communication, both orally and in writing, is essential to ensure compliance with directives and to facilitate the smooth operation of HR functions within the military framework. This position is based in Edinburgh, IN, and requires the incumbent to perform 10% temporary duty (TDY) travel, along with the possibility of a one-year probationary period upon appointment.

Responsibilities

  • Update command standard operating procedures (SOPs) to include changes or additions.
  • Solve problems pertaining to specific various administrative actions (e.g. rating schemes, promotions, and congressional actions).
  • Serve as the authoritative resource person regarding diverse military personnel problems.
  • Prepare implementing instructions for headquarters element and/or subordinate units to apply.

Requirements

  • One year of specialized experience which includes: research ability to interpret regulations and/or procedures to provide advice and recommend corrective actions; maintain various personnel programs effectively; using automated systems to maintain military records or files and/or generate reports or documents; effectively communicate orally and/or written assuring compliance with directives.
  • Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources.
  • Combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
