About the position

The Human Resources Specialist 3 position at the Georgia Department of Administrative Services (DOAS) involves managing various HR functions such as employee relations, performance management, training and development, compensation, benefits administration, and compliance. The role requires a self-starter who can facilitate HR programs with minimal supervision and interact effectively with all organizational levels. The ideal candidate will have strong communication skills and experience in HRIS systems, particularly PeopleSoft HCM and Workday.

Responsibilities

  • Provide guidance and support to managers and staff on HR policies and procedures related to employee relations.
  • Assist with performance management processes, including goal setting, evaluations, and feedback.
  • Participate in the development and implementation of training programs to enhance employee skills and knowledge.
  • Administer compensation and benefits programs, ensuring alignment with organizational goals and compliance with regulations.
  • Analyze and report on HR metrics, including turnover rates and employee satisfaction.
  • Maintain accurate records of HR activities and compliance documentation.
  • Serve as a backup for New Hire Orientation and manage the onboarding process for new employees.
  • Advise management on employee relations issues, performance management, and policy interpretation.
  • Facilitate training sessions to educate employees on performance management and benefits changes.

Requirements

  • High School diploma or GED and three (3) years of job-related experience in human resources; or one (1) year of experience at the lower-level HR Spec 2 or equivalent.
  • Proven experience in performance management systems and employee development programs.
  • Experience in administering compensation and benefits programs.
  • Familiarity with labor laws and regulations applicable to the public sector.
  • Proficiency in HRIS systems, preferably PeopleSoft HCM and Workday.

Nice-to-haves

  • Four or more years of professional experience in a Human Resources program related to talent acquisition/talent management.
  • Experience in practical interpretation and application of laws, rules, or policies.
  • Experience working in Human Resources at a state agency, entity, board, or authority.
  • PeopleSoft HCM experience/Workday experience.
  • State government HR experience.
  • PHR, SPHR, SHRM-CP, SHRM-SCP Certification.
  • Intermediate proficiency in Word, PowerPoint, and Excel.
