The HR Specialist (Compensation) position at the Centers for Medicare & Medicaid Services (CMS) involves serving as a principal advisor on various HR issues related to employee pay, including leave transfer programs, benefits, retirements, and time and attendance. The role requires providing guidance on complex pay-related inquiries and assisting with payroll information for audits.

Responsibilities

  • Respond to requests for estimates of liability, including back pay or debt calculations.
  • Advise on discrepancies involving time and attendance records, overpayments, and underpayments.
  • Assist the finance and accounting office in providing payroll information for audits.
  • Provide advice and guidance to employees and managers on leave and pay issues.
  • Resolve complex questions related to debt management, garnishments, and benefit deductions.

Requirements

  • At least one year of specialized experience equivalent to the GS-12 grade level in the Federal government.
  • Experience advising on employee leave entitlements and time and attendance processes.
  • Proficiency in using pay and compensation systems such as DFAS, ITAS, and eOPF.
  • Ability to research, analyze, and resolve technical issues related to employee pay and leave.

Nice-to-haves

  • Experience with federal employee benefits and retirement systems.
  • Knowledge of payroll auditing processes.
  • Familiarity with telework policies and flexible work arrangements.
