About the position

Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a HR Specialist (Employee/Labor Relations). This position is crucial in assisting the Bureau of Reclamation in meeting increasing water demands while protecting the environment. The HR Specialist will provide guidance and assistance to management and employees on various employee and labor relations matters, ensuring a harmonious workplace and compliance with federal regulations. The role is based in Billings, Montana, where the incumbent will be expected to engage with both management and employees to foster a positive work environment. In this role, the HR Specialist will assist supervisors and managers in resolving employee/management relations issues and recommend appropriate courses of action. They will deal with employee and union grievances, unfair labor practices, and the interpretation of negotiated agreements and decisions from the Federal Labor Relations Authority. The specialist will also advise on grievances and appeals, adverse actions, employee discipline, performance evaluations, sick leave, employee motivation and morale, as well as harassment and discrimination complaints. This position requires a proactive approach to advising employees on issues that extend beyond the scope of resolution at supervisory levels, ensuring that both management and employees are supported during disciplinary and adverse actions. The HR Specialist will be responsible for preparing disciplinary actions, ensuring compliance with requirements, and recommending alternative actions as necessary. This position is vital for maintaining a fair and equitable workplace, and the successful candidate will play a key role in shaping the employee relations landscape within the Bureau of Reclamation.

Responsibilities

  • Provides guidance and assistance to management and employees on employee and labor relations matters.
  • Assists supervisors and managers in resolving employee/management relations and recommends appropriate courses of action.
  • Deals with employee and union grievances, unfair labor practices, and interpretation of negotiated agreements and decisions of the Federal Labor Relations Authority.
  • Advises on grievances and appeals, adverse actions, employee discipline, performance evaluation, sick leave, employee motivation/morale, and harassment and discrimination complaint issues.
  • Advises employees on issues beyond the scope of solution at supervisory levels.
  • Prepares disciplinary actions, ensures compliance with requirements, and recommends alternate actions as necessary.

Requirements

  • Must be a U.S. Citizen or U.S. National.
  • Must be suitable for federal employment, determined by a background investigation.
  • Must submit a resume and supporting documentation.

  • Must meet any minimum education and/or experience requirements.
