About the position

Goldbelt Apex is seeking a HR Specialist II to provide administrative, technical, and professional support services to the DGHP Office of the Director and its supported branches. This role focuses on enhancing public health capacity by assisting with recruitment, onboarding, and workforce planning, ensuring effective communication and collaboration within the organization.

Responsibilities

  • Assist with internal/external advertising for vacant/detail positions for DGHP teams, program, and branches.
  • Collaborate with senior staff to finalize a Statement of Work (SoW) /Position Description (PD) for vacancy announcements.
  • Identify appropriate PDs for job functions across different career series and grade levels.
  • Work with CDC-HRO to classify new PDs as needed.
  • Complete Pre-Recruitment Consultation Worksheet, Personnel Actions, Position Description form OF-8, and Job Analysis.
  • Communicate with DGHP Directors and Branch Chief regarding incoming new staff and necessary office arrangements.
  • Prepare and provide welcome packets for new branch staff, including CDC and DGHP resources.
  • Submit and track actions related to Performance Management Appraisal Program (PMAS).
  • Submit requests for in/Out-processing of employees using People Processing and Personnel Action Requests (PARS).
  • Assist with internal/external advertising for vacant/detail positions for DGHP's global workforce.
  • Provide assistance to DGHP leadership in finalizing a Statement of Work (SoW) /Position Description (PD) for vacancy announcements.
  • Inform global workforce staff on proper procedures related to onboarding, deployment, transfer, and return.
  • Submit and track actions related to changes of raters and reviewers in PMAS.
  • Assist DGHP with data requests for global workforce planning.
  • Maintain records of United States Health Staff tours in country offices and process tour extension/curtailment requests.
  • Provide technical assistance in researching and providing guidance on HR regulations and policies.

Requirements

  • Master's Degree in Public Health, Business Administration, or relevant field, or equivalent combination of education and experience.
  • Minimum of five years of experience in HR tasks related to recruitment and personnel actions.
  • Knowledge of appropriations law and Federal Acquisition Regulations.
  • Experience with CDC's Human Resources regulations.
  • Proficient in using computer systems and standard software applications (Excel, PowerPoint, TEAMS, Word, and Outlook).
  • Knowledge of Federal Government budget processes and accounting structures.
  • Strong verbal and written communication skills.
  • Experience working with international peoples and cultures.
  • Ability to manage multiple tasks and changing priorities.
  • Critical thinking skills and attention to detail.

  • Knowledge of Employee Engagement best practices and implementation.
  • Ability to learn and become proficient in the use of CDC automated administrative systems.
