About the position

The HR Specialist III at Watermark Risk Management plays a crucial role in supporting the Office of the Chief Security Officer (OCSO) for the Architect of the Capitol (AOC). This position involves developing and implementing policies and procedures to ensure personnel are designated at appropriate national security sensitivity and risk levels. The specialist will collaborate with supervisors to ensure correct sensitivity designations and manage the position designation and suitability program effectively.

Responsibilities

  • Work directly with AOC Human Capital Management Division (HCMD) to ensure sensitivity designations are correctly annotated in the payroll/personnel system.
  • Draft Position Risk and Sensitivity Level directives, policies, and procedures to reflect current AOC operations.
  • Develop an accessible database for managing position designation and suitability information.
  • Create documentation for future budgeting and staff workload requirements.
  • Track AOC employee investigations against their position designations to ensure alignment.
  • Develop a systematic risk assessment process for evaluating reciprocity for contractors.

Requirements

  • Minimum of eight (8) years of experience in human resources, preferably ten (10) years.
  • Demonstrated knowledge of federal-level position risk and sensitivity level program best practices.
  • Ability to perform tasks supporting position risk and sensitivity level management and personnel security specialists.
  • Expert-level oral and written communication skills with a professional demeanor.
  • Ability to write and edit clear, concise, and grammatically correct documents.

Nice-to-haves

  • Experience with federal personnel security programs.
  • Knowledge of Office of Personnel Management/Director of National Intelligence policies and guidelines.
