About the position

The HR Specialist (Labor Relations/Employee Relations) position is a permanent, full-time role located in Philadelphia, PA, within the Employee and Labor Relations Team. The incumbent will provide authoritative advice on labor and employee relations issues, assist management in resolving disputes, and guide them on administering labor agreements and employee conduct matters. This developmental position aims to prepare the incumbent for full performance at the GS-12 level, with opportunities for professional growth and increased responsibilities.

Responsibilities

  • Serve as a Labor and Employee Relations Specialist providing authoritative advice to management.
  • Resolve a full range of labor and employee relations issues.
  • Administer labor agreements and negotiate local agreements.
  • Provide guidance on conduct, performance, leave management, and dispute resolution.
  • Assist managers in understanding and applying labor relations concepts and practices.

Requirements

  • 52 weeks of specialized experience at the GS-09 level or equivalent for GS-11 applicants.
  • 52 weeks of specialized experience at the GS-11 level or equivalent for GS-12 applicants.
  • Knowledge of labor relations concepts, principles, and practices.
  • Experience in interpreting and applying collective bargaining agreements.
  • Ability to analyze employee relations problems and recommend compliant courses of action.

Nice-to-haves

  • Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to a Ph.D. for GS-11 applicants.
