About the position

We are seeking passionate individuals for the role of HR Specialist Trainee and HR Specialist, so come join our team and make a meaningful impact on youth and the community at DJS! This position is an entry-level role focused on recruiting a diverse range of staff-including programmatic, operational, professional, paraprofessional, and administrative personnel-to fill vacant positions within the Maryland Department of Juvenile Services (DJS). Duties include learning to conduct targeted job outreach to expand candidate pools, supporting the development of effective recruitment strategies, and gaining hands-on recruiter experience by collaborating with senior staff to attract, source, screen, and evaluate applicants. This position also learns to perform minimum qualification verifications for new DJS hires and engages in business development initiatives to build partnerships and identify new recruitment opportunities. Additional responsibilities involve assisting with test construction (in partnership with hiring units), learning applicant scoring and certified list creation, training in the use of JobAps (applicant tracking system), attending job fairs and networking events, coordinating online and print advertising campaigns, and contributing to DJS branding and marketing initiatives. Occasional travel may be needed for activities such as training, outreach events, audits, interview panels, or other key responsibilities. Hybrid Telework may be available with supervisory approval.

Responsibilities

Requirements

  • Four years of professional HR management work experience in recruitment, classification, salary administration, employee relations, test development and validation or as a generalist for HR Specialist Trainee.
  • Five years of experience, including one year of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation for HR Specialist.

Nice-to-haves

  • Some experience in public sector HR recruitment, including sourcing, screening, engaging candidates, and supporting outreach efforts to foster relationships and identify qualified talent.
  • Experience with JobAps (or other Applicant Tracking Systems (ATS)) to assist in recruitment activities.
  • Experience with Workday (or similar Human Resources Information Systems (HRIS)) to support HR operations and manage data.
  • Any relevant certifications in HR, recruiting, or diversity-related (e.g., SHRM, AIRS, CDP, or equivalent).
