About the position

The HR Specialist position at U.S. Cyber Command is a critical role within the Department of the Army, focusing on the development, implementation, and administration of civilian human resources (CHR) programs. This position provides technical advice and guidance on various HR policies and practices, ensuring compliance with regulations and laws. The role involves working closely with USCYBERCOM components to address complex HR issues and improve program effectiveness, while also managing workforce planning and organizational structure adjustments.

Responsibilities

• Provides technical advice to all USCYBERCOM components on the development, implementation, and administration of CHR programs.
• Interprets and clarifies CHR policies, regulatory guides, and laws.
• Advises on workforce planning and reshaping in response to mission changes.
• Develops solutions to complex problems related to CHR program improvement.
• Provides guidance on civilian awards, decorations, performance evaluations, employment, and other HR functions.
• Performs liaison functions with the Cyber Civilian Human Resource Service Center (CHRSC).
• Resolves complex issues affecting major administrative programs and unique Joint requirements.
• Tracks authorized and assigned workforce and informs management of workforce authorization versus on-board issues.
• Conducts comprehensive analytical studies of organizational structures and staffing level changes.
• Reviews HR management directives and briefs the Commander on significant changes.

Requirements

• One year of specialized experience providing technical advice on Human Resources programs.
• Experience interpreting Human Resources policies, regulatory guides, and laws.
• Experience creating standard operating procedures and policies regarding organizational resources.
