About the position

The HR Specialist position at Sullivan County BOCES involves planning and administering various Human Resources activities within a School District. Responsibilities

  • Manage and administer employee/retiree benefit programs including health, dental, vision, and leave of absences.
  • Research, plan, and coordinate implementation of new benefit programs.
  • Maintain knowledge of regulations and laws related to benefits such as FMLA, ACA, and COBRA.
  • Respond to inquiries regarding health insurance coverage and claims.
  • Collect and analyze HR and financial data.
  • Provide information and resolve HR or Payroll issues.
  • Maintain expertise with HR Information Systems for report writing and data management.
  • Conduct audits of employee files for compliance.
  • Coordinate compliance on certifications and licensure of staff.
  • Interpret policies and regulations related to HR functions.
  • Implement administrative regulations related to HR matters.
  • Assist with payroll preparation and entry.
  • Coordinate upgrades or new software systems for payroll and benefits.
  • Review workflows to identify technology needs for efficient operations.
  • Review qualifications of candidates and participate in recruitment processes.
  • Conduct orientation for new employees.
  • Verify and analyze HR-related activities such as appointments and terminations.
  • Prepare correspondence to employees and HR vendors.
  • Communicate information to staff and administrators as needed.
  • Make recommendations regarding hiring and disciplinary needs.
  • Develop recommendations to improve office efficiencies.
  • Prepare reports and maintain records as required.
  • Coordinate special projects related to Human Resources.
  • Train new employees on payroll and benefits systems.
  • Assist with investigations related to grievances and policy violations.
  • Supervise and review the work of subordinate staff.

Requirements

  • Bachelor's Degree in Human Resources, Business Administration, or related field and four years of experience in Human Resources functions including benefits administration, payroll, recruitment, or labor relations; or
  • Associate's Degree in Human Resources, Business Administration, or related field and six years of experience in Human Resources functions; or
  • High school diploma or equivalency and eight years of experience in Human Resources functions.

Nice-to-haves
