About the position

The HR Specialist at the Oklahoma Indigent Defense System (OIDS) plays a crucial role in managing human resources functions, including personnel actions, recruitment, employee benefits, and compliance with relevant laws and policies. This position is integral to supporting the agency's mission of providing legal representation to indigent clients across Oklahoma, excluding Oklahoma and Tulsa counties. The HR Specialist will work under the direction of the Human Resources Manager and will be involved in various HR activities, ensuring effective personnel management and employee support.

Responsibilities

  • Maintains a system of employee personnel records; files and archives personnel records promptly.
  • Maintains personnel access in badging system.
  • Performs agency recruiting activities; prepares recruiting announcements or other information concerning job vacancies; coordinates recruiting events; evaluates application forms; provides job counseling to prospective employees.
  • Assists with new hire orientations and onboarding procedures; processes employment documentation; onboards volunteers.
  • Schedules HR events, including immunization clinics and vendor meetings.
  • Acts as secondary Benefit Coordinator and Retirement Coordinator; responds to employee benefit and retirement questions; keeps employees updated on changes to benefits and retirement.
  • Schedules annual performance reviews; provides guidance to supervisors as needed.
  • Completes personnel audits, develops job descriptions, job specifications, organization charts and other materials to describe positions and duties performed by employees.
  • Processes recommendations or requests for salary changes; determines salary changes authorized for specific actions, such as appointments, promotions, transfers, demotions and reinstatements.
  • Provides guidance and administers the provisions of the Fair Labor Standards Act, Worker's Compensation, Benefits, Retirement, Family Medical Leave Act (FMLA), Leave Without Pay (LWOP), and other employee benefits programs.

Requirements

  • Bachelor's degree; or 4 years of technical human resources management experience; or an equivalent combination of education and experience for Level I.
  • Bachelor's degree plus 1 year of professional experience in human resources management or an equivalent combination of education and experience for Level II.
  • Bachelor's degree plus 2 years of professional experience in human resources management; or an equivalent combination of education and experience for Level III.
  • Knowledge of human resources management policies and procedures; of records maintenance; and of business communications.
  • Ability to maintain confidentiality, establish and maintain effective working relationships with others, and understand and apply applicable rules, laws and policies.

Nice-to-haves
