About the position

The HR Specialist at the Office of the Chief of Staff of the Army is responsible for planning, programming, and implementing new human resources initiatives across the Army. This role aims to enhance existing systems and improve the efficiency of civilian human resource programs. The incumbent will provide expert technical knowledge, develop policy guidance, and represent the Army in various workshops and legislative discussions.

Responsibilities

• Develop policy implementation guidance on civilian human resource programs.
• Coordinate special projects due to legislative change.
• Provide expert technical knowledge of one or more functional human resources areas.
• Provide leadership in the resolution of issues associated with a variety of civilian human resource subject matters.
• Develop legislative proposals designed to improve the efficiency of civilian human resource programs.
• Design and implement marketing and promotional strategies to use throughout the Army.
• Assist in identifying actual or potential problems, emerging patterns, and new developments.
• Participate with higher management in making decisions on major changes in work plans or operations.
• Represent the Army at DoD workshops for new personnel systems mandated by law or initiated by leadership directive.

Requirements

• One year of specialized experience providing authoritative interpretation, analysis, and/or advice of Federal laws, executive orders, and/or directives on the full range of federal civilian human resource programs.
• Experience in developing policy and/or procedural guidance on civilian overseas allowances and entitlements.
• Ability to analyze the impact of new legislation in areas of civilian overseas allowances and entitlements.

Nice-to-haves

• Experience in strategic thinking and problem-solving within human resources.
• Strong written communication skills.
