About the position

The HR Specialist position at Fairbanks North Star Borough involves delivering comprehensive technical, analytical, and clerical support to the Deputy Human Resources Director and the HR Director. This role encompasses a range of confidential administrative duties, including managing compliance activities such as I9 management and administering the FTA drug and alcohol program. The HR Specialist will oversee critical areas such as FMLA administration, benefits coordination, and meticulous data entry for records management. Additionally, the position requires completing and submitting surveys and records requests, developing and overseeing the orientation of new employees, and maintaining all functions of the FNSB Onboarding and Offboarding system. This includes designing, planning, organizing, and conducting onboarding to ensure new employees acquire the necessary Borough knowledge and required training to effectively perform their job functions and ensure their long-term success. The HR Specialist will also be responsible for creating, compiling, inputting, and maintaining routine and specialized reporting related to employment activities using report-writing tools within an automated Personnel/Payroll System. This includes processing various personnel actions, employment verifications, and unemployment documents. The role requires efficient tracking of statistics and completing surveys within designated timelines, as well as executing personnel and payroll tasks and contributing to the ongoing enhancement of the HRIS system and other relevant tracking and processing systems. Furthermore, the HR Specialist will oversee new hire orientations for both union and non-union employees, clarifying personnel policies and procedures, collective bargaining agreements, and health and retirement benefits for new and existing employees. The position also involves ensuring the HR website and Intranet sites are up to date, assisting in the preparation of required EEO and Affirmative Action reports, and monitoring retirement applications through the Public Employees Retirement System. The HR Specialist will draft and type general correspondence, maintain official personnel/payroll files, and serve as backup to the HR Deputy Director during fiscal and calendar year ends. Other responsibilities include administering Sick Leave Bank withdrawal requests, responding to deferred compensation inquiries, and overseeing the administration of the Family and Medical Leave Act (FMLA).

Responsibilities

  • Ensure the HR website and Intranet sites are up to date and develop career fairs.
  • Assist in the preparation of EEO and Affirmative Action reports and the FTA Triennial Review.
  • Initiate and monitor retirement applications through the Public Employees Retirement System.
  • Draft and type general correspondence and maintain official personnel/payroll files.
  • Serve as backup to the HR Deputy Director during fiscal and calendar year ends.
  • Administer Sick Leave Bank withdrawal requests and provide backup support for other HR staff.
  • Respond to deferred compensation inquiries and coordinate vendor visits.
  • Oversee the administration of the Family and Medical Leave Act (FMLA) and maintain documentation.
  • Scan records into the Records Management System and ensure quality assurance.

Requirements

  • High school diploma or equivalent.
  • Four years progressively responsible administrative experience, with two years in an HR technical role, preferably in a public sector environment.
  • Up to one year specialized vocational training in applied accounting or equivalent coursework.
  • Demonstrated ability to operate a personal computer and create spreadsheets and word processing documents.
  • Knowledge and administrative experience dealing with FMLA, ADA, COBRA, retirement programs, and complex benefit packages.
  • Professional in Human Resources (PHR) certification is desirable.

Nice-to-haves
