About the position

The Human Resources Specialist at Children's Rescue Fund is tasked with managing and administering daily activities and policies related to recruitment, onboarding, training, benefits, retirement, and leaves of absence, including Family Medical Leave (FML), New York State Paid Family Leave (PFL), and Worker's Compensation. This role requires a comprehensive understanding of human resources policies and procedures, as well as Federal, State, and local laws regarding employment practices. The HR Specialist must be adept at documentation and compliance, ensuring that all HR activities align with legal requirements and organizational standards. In this position, the HR Specialist will oversee the New Employee Onboarding experience, coordinating all pre-employment processes such as background checks, fingerprinting, and tuberculosis testing with external sources. They will manage New Hire Orientation, which includes creating and distributing employment-related packets, reviewing company policies, gathering new hire forms, and explaining benefit programs. Data entry for the human resources information system (HRIS) is also a critical responsibility, requiring the maintenance of data integrity and accuracy in employee files. The HR Specialist will be responsible for managing employee benefits, including distributing enrollment materials, processing enrollments, and responding to inquiries regarding claims and eligibility. They will conduct quality checks on benefits-related data and prepare reports for the Finance Department. Additionally, the role involves coordinating the Annual Open Enrollment process and liaising with health insurance brokers and benefit carriers. The HR Specialist will also serve as a backup to the Senior HR Generalist in processing leave of absence requests and disability paperwork, interpreting FMLA, PFL, and ADA implications. They will assist in recruiting efforts by processing job requisitions, updating job descriptions, placing job postings, and screening candidates. The position requires a proactive approach to handling confidential information and ensuring compliance with relevant laws and regulations. The HR Specialist will work closely with the Human Resources Team on various projects and audits, providing leadership on special initiatives as needed.

Responsibilities

  • Oversee and manage New Employee Onboarding experience.
  • Coordinate all pre-employment processes for background checks, fingerprinting, and TB testing with external sources.
  • Manage New Hire Orientation and create employment-related packets for new employees.
  • Complete data entry for HRIS and maintain data integrity in employee files.
  • Manage audits related to Human Resources compliance and prepare reports as required.
  • Develop and maintain procedures to administer all employee benefits and respond to benefits inquiries.
  • Coordinate the Annual Open Enrollment process for benefits with efficiency and accuracy.
  • Liaise between health insurance brokers and benefit carrier representatives on employee benefits.
  • Manage 401(k) plan eligibility, enrollments, and respond to inquiries regarding the plan.
  • Coordinate training for employees on understanding and utilizing employee benefits.
  • Serve as backup to Senior HR Generalist for processing leave of absence requests and disability paperwork.
  • Assist in recruiting efforts, including processing job requisitions and scheduling candidate interviews.
  • Conduct site visits and maintain compliance posters across all sites.

Requirements

  • Bachelor's degree in human resources or related field preferred.
  • 3 to 5 years of progressive responsibility and experience in HR functions such as onboarding, recruitment, and benefits administration.
  • Strong knowledge of employment laws including FMLA, PFL, and ADA.
  • Prior experience in onboarding, benefits, and recruitment is required.
  • Detail-oriented and highly organized with the ability to work independently.
  • Excellent project management, time management, and presentation skills.
  • High level of experience with applicant tracking and HRIS systems.
  • Strong oral and written communication skills with interpersonal skills.
