About the position

The HR Specialist position at the City of Dearborn Heights is a professional role within the municipal Human Resources Department. This position involves performing administrative and personnel duties under the direction of the Human Resources Director, requiring independent judgment and initiative based on professional HR knowledge and experience.

Responsibilities

  • Assist the Human Resource Director in the supervision and operation of a comprehensive professional personnel system including retirement, examination, classification, compensation, evaluation, and promotion of employees.
  • Research and prepare exhibits for negotiations and arbitration, and assist in research of labor relation issues.
  • Handle all other labor-related matters and correspondence.
  • Develop new training programs by establishing training objectives, researching available literature, and preparing appropriate materials.
  • Present in-house training programs; evaluate and select outside training vendors.
  • Schedule meetings, compose correspondence, design office forms, initiate and implement new procedures, and oversee the preparation and maintenance of records and files related to human resources.
  • Assist in the administration of employee benefits and safety.
  • Research and recommend modifications to optimize the delivery of human resource services to other departments and promote positive employee relations and morale.
  • Confer with department heads and employees relative to personnel needs and problems.
  • Represent the Human Resources Director at various meetings as assigned.
  • Perform related work as assigned and complete occasional special assignments for the Director.

Requirements

  • Knowledge of professional Human Resource practices and procedures as well as some knowledge of basic statistical principles.
  • Ability to carry out complex written and oral instructions and to exercise judgment and initiative in analyzing problems and recommending solutions.
  • Ability to travel to various City departments and locations independently to coordinate and administer training programs.
  • Ability to establish and maintain effective working relationships with employees, vendors, municipal officials, and the public, and to maintain honesty, integrity, and HR ethics.
  • Must have earned a degree from a two-year college or program in Human Resources or related field.
  • Some experience involving the coordination, administration, development, and/or presentation of human resource programs is preferred.
  • Four-year degree in training or related field is highly desirable.
  • Must be able to maintain confidentiality and pass a drug screening and post-offer physical.
  • Must be able to type WPM on a computer and pass a Civil Service examination and oral interview.

Nice-to-haves

  • Experience in a municipal or government HR setting is a plus.
  • Certification in Human Resources (e.g., PHR, SPHR) is preferred.
