About the position

The HR Staffing Specialist at AvantGarde, LLC is responsible for providing comprehensive recruitment and staffing support to client agencies in Washington, DC. This role encompasses the full hiring life cycle, including developing vacancy announcements, assessing candidates, issuing employment offers, and processing personnel actions. The position requires strong organizational skills and the ability to communicate effectively with various stakeholders while ensuring compliance with federal staffing regulations.

Responsibilities

  • Provide advisory services to managers and supervisors regarding recruitment and staffing.
  • Conduct the full range of Federal recruitment activities from beginning to end, including job analysis, applicant assessment, and onboarding.
  • Code and process personnel action requests (PAR) as defined by the Office of Personnel Management (OPM).
  • Develop comprehensive HR Assessment Tools for recruitment purposes.
  • Consult with managers on internal staffing matters such as promotions and reassignments.
  • Notify candidates of their application status and respond to inquiries regarding the recruitment process.
  • Assist with conducting New Employee Orientation.

Requirements

  • 8+ years of hands-on experience in staffing for a federal agency.
  • Bachelor's degree preferred or equivalent combination of relevant experience and training.
  • Competency in using automated personnel systems like USA Staffing and Microsoft Office Suite.
  • Knowledge of Federal OPM staffing and merit promotion rules and regulations.
  • Delegated Examining certification (DEU) is a plus.
  • Strong oral and written communication skills.
  • Exceptional organizational skills with attention to detail.
  • Excellent customer service skills.
  • Flexibility in managing multiple and changing priorities.
  • Ability to obtain a federal 'Public Trust' security clearance.

  • Experience with federal security clearance processes.
  • Familiarity with OPM classification standards.
