About the position

The HR Staffing Specialist at the City of Minneapolis Human Resources Department is responsible for providing professional human resource services with a focus on recruitment, hiring, and selection processes. This role supports division leadership and assists in the development and implementation of various HR initiatives and projects. The position may offer flexible work arrangements, including hybrid work options.

Responsibilities

  • Develop and administer recruitment and staffing plans for assigned departments.
  • Create job descriptions and postings, facilitate interview procedures, and develop interview questions.
  • Screen candidates for minimum qualifications and consult with hiring managers on staffing plans.
  • Serve as the subject matter expert and system administrator of the applicant tracking system.
  • Provide daily support to end users in HR and customer departments on system capabilities and procedures.
  • Administer the pre-employment drug and alcohol testing process and ensure proper protocols are followed.
  • Assist with the administration and documentation of various enterprise-wide HR initiatives.
  • Create and maintain recruiting and hiring policy documents and training manuals.
  • Review hiring selection processes and recommend changes for efficiency.
  • Teach and mentor junior staff members on hiring processes and provide constructive advice.
  • Analyze facts and apply guidelines to solve HR-related problems and make recommendations.
  • Support HR Managers and Division Director in meeting enterprise and customer needs.
  • Provide guidance on MN Government Data Practices Act to customer departments.
  • Consult with legal counsel on various HR issues and present requests to the Civil Service Commission.
  • Administer all selection components for an equitable hiring process and present training to employees and leaders.
  • Act as the first point of contact for HR-related topics and ensure management and employee needs are met.
  • Generate standard and ad-hoc reports related to recruiting and hiring metrics.
  • Participate in or lead special projects related to recruiting and hiring.

Requirements

  • Associate's Degree or two years post high school education with an emphasis on Human Resources, Business Administration, or related field.
  • Two years of related work experience providing human resources support, including administrative duties and high-touch customer service.
  • Experience facilitating selection and hiring processes and delivering training is highly desirable.

Nice-to-haves

  • Experience with applicant tracking systems.
  • Knowledge of state and federal employment laws and regulations.
