About the position

The HRIS - Payroll Specialist position at Boone County is a full-time, exempt role responsible for the administration of the county's Human Resource Information System (HRIS), timekeeping, and payroll software and operations. This position plays a crucial role in overseeing the payroll workflow, development, and process improvement, ensuring that all payroll operations are compliant with state and federal laws and regulations. The specialist will analyze reports and data to enhance payroll processes and serve as the knowledge expert for timekeeping software and payroll procedures. In this role, the HRIS - Payroll Specialist will manage countywide payroll and timekeeping operations, maintaining and establishing procedures that ensure compliance with relevant laws. The specialist will provide training, support, and guidance to the Payroll Coordinator and department payroll contacts, responding to escalated and complex payroll and timekeeping system questions and issues. Collaboration with Human Resources and Risk Management staff is essential for managing employee records and developing policies related to payroll and timekeeping. The specialist will also work closely with Information Technology and other stakeholders on escalated issues and various projects as needed. Additionally, the HRIS - Payroll Specialist will serve as a payroll liaison to Administrative Authorities and office/department payroll contacts, providing payroll and employee record information to employees. This includes addressing complex issues related to leave, overtime, withholding tax, garnishments, benefits, and retirement deductions. The role also involves maintaining, updating, and reconciling tax rates, benefit and retirement adjustments, payroll records, and timekeeping functions.

Responsibilities

  • Serve as administrator for county HRIS, timekeeping, and payroll software and operations.

Requirements

  • Bachelor's degree and 3 years of payroll or human resources experience, or an equivalent combination of education and experience.
  • Experience using payroll and timekeeping software to process payroll.
