About the position

The HRSN Lead Research Analyst (Research Analyst 4) at the Oregon Health Authority is a full-time, permanent position focused on conducting complex research and analytics projects related to health-related social needs and services. This role involves assessing eligible populations for new services, analyzing service usage, and evaluating the impact of these services on communities within Oregon's Medicaid program. The analyst will collaborate with a team to oversee data collection and analytics, develop innovative data products, and act as a subject matter expert on data processes. The position supports policy decision-making and strategic planning efforts, contributing to the overall mission of improving health outcomes in Oregon.

Responsibilities

  • Plan and conduct complex research and analytics projects related to health-related social needs and services.
  • Assess eligible populations for new services and analyze service usage with a focus on inequities.
  • Evaluate the impact of health-related social needs services on communities in Oregon's Medicaid program.
  • Scope and oversee data collection and analytics for the HRSN Analytics Program.
  • Design and develop analytical processes and technical procedures for data management.
  • Leverage qualitative and quantitative data sources to visualize the impact of services on health outcomes.
  • Collaborate with team members to develop community-centered data products and processes.
  • Act as a subject matter expert on data processes and usage for internal and external partners.
  • Manage and supervise data gathering and analysis processes.
  • Support policy decision-making and strategic planning efforts through data analysis.

Requirements

  • A Bachelor's Degree in any discipline with six-quarter units in statistics or quantitative analysis methods and three years of experience in data analysis and report preparation, including two years coordinating complex research projects.
  • Alternatively, five years of research experience with two years coordinating complex research projects.

Nice-to-haves

  • Experience applying health equity principles in research and data analysis.
  • Knowledge of healthcare and social service policy.
  • Experience collecting and analyzing data on race, ethnicity, language, and disability.
  • Familiarity with Medicaid programs and medical billing terminology.
  • Proficiency in statistical software and data visualization tools like Power BI or Tableau.
  • Experience with qualitative and quantitative research methods.
