About the position

The Human Capital Management Administrator 1 position at the Ohio Department of Education and Workforce is responsible for assisting the Human Capital Management Administrator 2 and supervising assigned staff. This role involves advising on human resources and fiscal policies, resolving complex employee matters, and ensuring compliance with regulations. The position also includes conducting investigations, administrative hearings, and representing the agency in various proceedings. The administrator will oversee multiple statewide human resources sub-programs and maintain record-keeping systems while staying updated on changes in policies and laws.

Responsibilities

  • Assist the Human Capital Management Administrator 2 and supervise assigned staff.
  • Advise on human resources and fiscal policies and procedures.
  • Resolve complex and controversial employee matters.
  • Conduct investigations of employee complaints and grievances.
  • Conduct administrative hearings for proposed disciplinary actions.
  • Act as a liaison between the agency and other governmental agencies.
  • Represent the agency at legislative hearings and other proceedings.
  • Plan, direct, and administer multiple statewide human resources sub-programs.
  • Ensure operations comply with civil service regulations and collective bargaining agreements.
  • Establish and maintain record-keeping systems.

Requirements

  • Completion of undergraduate core program in human resources, business or public administration.
  • 36 months of experience in human resources management or administration, including 18 months in supervisory or managerial roles.
  • Completion of graduate core program in human resources, business or public administration with 24 months of experience in human resources management or administration, including 18 months in supervisory or managerial roles.
  • 12 months of experience as Human Capital Management Manager, 64615.
