About the position

The Human Capital Management Senior Analyst (Facility Human Resources Manager) at the Indian River Juvenile Correctional Facility is responsible for leading the human resources team and overseeing all personnel activities within the facility. This role involves making complex decisions, managing HR programs, and collaborating with facility leadership to ensure effective human resource management and compliance with regulations.

Responsibilities

  • Manage and oversee all personnel activities for Indian River Juvenile Correctional Facility
  • Independently make complex determinations and/or recommendations to Superintendent and facility leadership and employees, based on thorough analysis of facts
  • Supervise and evaluate assigned human resources and payroll employees
  • Participate in workforce planning and evaluation of workforce analytics
  • Perform and/or oversee recruitment activities for facility
  • Collaborate and provide human resources assistance to facility leadership
  • Formulate and implement human resources program policies
  • Create, approve, and review Performance Reviews (ePerformance)
  • Coordinate training and onboarding of new and existing employees
  • Develop strategic initiatives to manage absenteeism, disability separations & reinstatements to return employees to work timely and in compliance with applicable regulations
  • Prepare and maintain required confidential reports, correspondence and records
  • Establish and maintain working relationships with Central Office Human Resources personnel and other leadership, external agencies and support services
  • Attend meetings, trainings, conferences, and workshops as needed

Requirements

  • 3 years of experience in human resources
  • Completion of undergraduate core program in human resources, business or public administration; and 12 months of experience in human resources
  • 1 year of experience as Human Capital Management Analyst, 64612, or equivalent qualifications
