About the position

The Human Relations Program Manager serves within the Office of Human Resources, specifically in the Division of Diversity, Equity, and Inclusion. This role involves managing the day-to-day operations of the Baltimore County Human Relations Commission (HRC), overseeing multiple projects related to civil and human rights, and ensuring compliance with relevant laws. The Program Manager is responsible for supervising staff, managing discrimination complaints, and providing training on diversity and inclusion laws. This position requires strong communication skills, the ability to work independently, and a thorough understanding of civil rights legislation.

Responsibilities

  • Manage the day-to-day operations of the Human Relations Commission.
  • Support the implementation of the HRC's Strategic Plan.
  • Assist the Executive Director in various tasks.
  • Lead and provide guidance to Compliance Specialists.
  • Oversee the management of discrimination complaints and investigations.
  • Resolve complaints of discrimination and other violations of state and federal laws.
  • Perform special investigations and mediation activities as needed.
  • Supervise Compliance Specialists in developing and conducting trainings on diversity, equity, and inclusion laws.
  • Ensure compliance with local, state, and federal laws.
  • Conduct thorough investigations of discrimination, harassment, and retaliation complaints.
  • Prepare and present briefings to the Executive Director on civil and human rights inquiries and investigations.
  • Represent the County on local, state, and national human and civil rights organizations.

Requirements

  • Graduation from an accredited college or university with a bachelor's degree in business administration, public administration, law, liberal arts, or a related field plus six years of experience performing investigations, administrative, and analytical duties, including three years of supervisory experience.
  • Graduation from an accredited college or university with a master's degree in a related field plus three years of experience performing investigations, administrative, and analytical duties.

Nice-to-haves

  • Experience in civil and human rights laws, including the 1964 Civil Rights Act.
  • Strong analytical and problem-solving skills.
  • Ability to exercise judgment and discretion in policy interpretation.
