About the position

The Human Resources Benefits Specialist is responsible for managing all functions associated with the administration of the Agency's employee benefit program. This role involves coordinating and managing various aspects of employee benefits, including health insurance, dental, vision, disability insurance, and workers compensation claims, under the direction of the Human Resources Director. The position requires expertise in benefits administration and third-party administration experience.

Responsibilities

  • Manage and schedule employee benefits enrollment.
  • Provide direction to HR and Finance staff responsible for processing employee benefit transactions.
  • Coordinate and correspond with internal and external customers regarding benefits.
  • Maintain knowledge of employee benefits services and legislative actions.
  • Analyze employee benefits data flow and develop internal procedures for accurate updates.
  • Identify changes in business processes for efficient workflow and system utilization.
  • Administer the Agency's employee benefits plan, including health, dental, and vision plans.
  • Research and recommend cost containment strategies to the Joint Labor Benefits Committee.
  • Ensure compliance with Federal and State laws regarding employee benefits.
  • Respond to employee questions regarding health insurance benefits and claims issues.
  • Identify changing systems needs due to legal or contractual changes affecting benefits.
  • Research and evaluate complex HR and employee benefit issues and develop solutions.
  • Develop and implement short and long-term work plans and set priorities.
  • Participate in Safety Committee Meetings as HR Representative.
  • Assist with HR/personnel data, policy, and procedure requests.
  • Assist with special assignments related to collective bargaining and grievance resolution.

Requirements

  • Experience in benefits administration and third-party administration.
  • In-depth knowledge of employee benefits services and compliance with relevant laws.
  • Strong analytical skills to evaluate complex HR and employee benefit issues.
  • Ability to develop effective solutions and proposals for benefits administration.

Nice-to-haves

  • Experience with health insurance, dental, and vision plans.
  • Familiarity with COBRA, HIPAA, and FMLA regulations.
