About the position

The Virginia Department of Transportation (VDOT) is seeking a dedicated Human Resource Benefits Specialist to join our Bristol Human Resources Team. This position is pivotal in coordinating and processing personnel transactions while administering various state benefits programs, including healthcare, life insurance, retirement plans, short-term and long-term disability, Worker's Compensation, Family Medical Leave Act (FMLA), and employee leave programs. The role is characterized by a high volume of work and the need to manage multiple programs with strict deadlines. As a Benefits Specialist, you will be responsible for consulting with employees and managers regarding benefits programs and policies, providing guidance on retirement benefits, and processing retirement packages. You will leverage your HR expertise to serve as the liaison between the Central Office and third-party benefits program administrators. Additionally, you will assist in coordinating Return to Work and Transitional Work Assignments, conduct benefits-related training, and facilitate New Employee Orientation sessions. Responsibilities

  • Coordinate and process personnel transactions related to state benefits programs.
  • Administer healthcare, life insurance, retirement, short-term and long-term disability, Worker's Compensation, and Family Medical Leave Act programs.
  • Consult and provide guidance on benefits programs and policies to employees and managers.
  • Counsel employees on retirement benefits and process retirement packages.
  • Serve as the liaison with third-party benefits program administrators.
  • Assist with coordinating Return to Work and Transitional Work Assignments.
  • Conduct benefits-related training and New Employee Orientation.

Requirements

  • Ability to organize, develop, and prepare information summaries in case resolution.
  • Skill in the use of computers and software applications.
  • Knowledge in the coordination of disability coverage and Worker's Compensation benefits.
  • Knowledge of the principles and application of disability benefits, return to work processes, and case management.
  • Knowledge of the principles and practices of Human Resource Management with emphasis on Worker's Compensation, third-party sick leave, and Family Medical Leave benefits.
  • Ability to analyze claim submissions, determine eligibility, and provide guidance to customer groups.
  • Ability to develop database spreadsheets.
  • Knowledge of Virginia Worker's Compensation Act, applicable case law, and related Federal and State law and procedures.

Nice-to-haves

  • Experience with State benefits and leave programs.
  • Detailed knowledge of Risk management and Insurance Claims processing.
  • Experience in Program Administration and HR software databases.
  • PHR or CBP certification.
  • Training, experience, or education in Business Administration, Human Resources, or a related field.
