About the position

The Human Resource Generalist III position at the Health Care Authority is a critical role designed to support the agency's mission of ensuring that New Mexicans attain their highest level of health through effective human resource management. This position is responsible for assisting and counseling management on various personnel issues, including investigating allegations of misconduct and providing guidance on disciplinary processes and performance issues. The Generalist will utilize exceptional analytical and writing skills to create and review disciplinary actions, complaint responses, and development plans, ensuring compliance with State Personnel Board Rules, Collective Bargaining Agreements, and Human Services Department (HSD) policies. In addition to these responsibilities, the Human Resource Generalist III will work closely with Human Resource managers and the State Personnel Office (SPO) to address union issues, providing updated information on grievances and prohibited practice complaints. The role also involves coordinating medical issues within the department, utilizing knowledge of the Family and Medical Leave Act (FMLA) and the Americans with Disabilities Act (ADA). The Generalist will work independently, applying decision-making skills and seeking management advice on complex issues as necessary. The ideal candidate for this position will have a strong background in human resources, particularly in coordinating medical issues, conducting investigations, and working with labor relations or union contracts. They should be adept at addressing personnel issues and disciplinary processes while demonstrating the ability to work independently and make informed decisions. This role is essential for maintaining a compliant and effective human resources operation within the agency, ultimately contributing to the overall goal of improving health and well-being for all New Mexicans.

Responsibilities

  • Assist and counsel management on personnel issues and investigate allegations of misconduct.
  • Assist department managers and employees with disciplinary processes and performance issues.
  • Utilize analytical and writing skills to create and review disciplinary actions, complaint responses, and development plans.
  • Work closely with Human Resource managers and the State Personnel Office regarding union issues.
  • Assist with the department's medical issues coordination, utilizing knowledge of FMLA and ADA.
  • Work independently and seek management advice on complex issues.

Requirements

  • Bachelor's Degree in any field and one (1) year of experience in human resource operations.
  • Experience in recruitment, selection, payroll, compensation and benefits administration, labor relations, investigations, and HR-related training.
  • Must possess and maintain a valid Driver's License.
