About the position

The Human Resource Generalist position at the Mississippi Board of Trustees of the State Institutions of Higher Learning System Office is a vital role that encompasses a variety of human resources and payroll functions. This position is integral to the effective management of human resources within the organization, which is governed by a twelve-member Board of Trustees and includes eight universities. The System office is located in Jackson, Mississippi, and the Human Resource Generalist will report directly to the Chief of Staff & Board Liaison. In this role, the Human Resource Generalist will be responsible for conducting new employee orientations, ensuring that new hires are well-informed about IHL policies, internal procedures, and regulations. The position also involves maintaining both physical and digital personnel records for each employee, which is crucial for compliance and organizational efficiency. The Generalist will provide support to managers in the Performance Management System, which includes developing and revising job descriptions to align with organizational needs. The Human Resource Generalist will represent the Department of Human Resources during significant events such as open enrollment and benefit fairs, providing essential information and support to employees regarding their benefits. Additionally, the role requires counseling employees on policies and procedures related to employee benefits, coordinating activities for the employee insurance benefits program, and providing guidance on payroll, retirement, and insurance matters. Moreover, the Generalist will assist management in the hiring process by providing guidance on hiring needs, screening applications, and communicating with applicants throughout the application process. The position also involves supporting management in creating and planning training programs to enhance employee skills and knowledge. Overall, the Human Resource Generalist will work collaboratively with other HR staff and management to support the overall operation of the Department of Human Resources, ensuring that all functions are performed efficiently and effectively.

Responsibilities

  • Conducts new employee orientation including educating the employee on IHL policies, internal procedures, and regulations, and exit process for employees.
  • Maintains physical and digital personnel records for each employee.
  • Provides support to managers for the Performance Management System including developing and revising job descriptions.
  • Represents the Department of Human Resources during annual events such as open enrollment and benefit fairs.
  • Counsels employees regarding policies and procedures related to employee benefits.
  • Coordinates activities associated with the proper processing of the employee insurance benefits program for enrollment and changes, and retirement participation.
  • Provides support within the areas of payroll, retirement, insurance, creating reports, the leave management system, processing W2s, the Affordable Care Act.
  • Provides guidance to management on their hiring needs, the application and hiring process, and screening applications to ensure that the posted minimum qualifications are met.
  • Communicates with applicants on the application process including scheduling job interviews and drafting responses to applicants.
  • Provides support to management in creating and planning training programs such as cyber security awareness, email etiquette, professional telephone skills, etc.
  • Sort and update records, dispose of old records properly, and contact employees to update their contact information and other key documents.
  • Works effectively as a team member with other members of management and the HR staff. Supports the overall operation of the Department of Human Resources.
  • Perform similar or related duties as assigned.

Requirements

  • Understanding and compliance with federal and state laws and regulations and IHL policy and procedure.
  • Experience in human resources functions such as training, employee benefits, recruitment, onboarding, and payroll.
  • Ability to maintain accurate personnel records and manage sensitive information.
  • Strong communication skills for counseling employees and communicating with applicants.
  • Experience in supporting performance management systems and developing job descriptions.
  • Ability to coordinate employee benefits programs and provide guidance on insurance and retirement options.
  • Experience in payroll processing and understanding of the Affordable Care Act.
