The Oregon Department of Veterans' Affairs (ODVA) is seeking a Human Resource Manager 1 (HR Director) to lead and manage the Human Resources Management Program across the state. This full-time position is based in Salem, Oregon, and offers a hybrid work schedule, allowing for both remote and in-office work. The HR Director will play a crucial role in directing, administering, and delivering comprehensive HR services that align with the agency's mission, values, and strategic objectives. This position is not represented by a union and is classified as a limited duration management service role. As the HR Director, you will serve as the Senior HR Policy Advisor to the agency director, deputy director, and executive management, providing guidance on HR policy direction and workforce management issues. You will ensure that personnel services are delivered effectively and timely to all divisions, programs, and sections within the agency. Your responsibilities will include representing the department in various HR management areas, such as grievance resolutions, civil rights issues, and professional meetings. You will also be tasked with developing and implementing innovative personnel practices and policies to meet the evolving needs of the agency. In this role, you will be part of the executive management team, responsible for setting agency policies, goals, and objectives, and planning strategies to achieve them.
