About the position

The Oregon Department of Veterans' Affairs (ODVA) is seeking a Human Resource Manager 1 (HR Director) to lead and manage the Human Resources Management Program across the state. This full-time position is based in Salem, Oregon, and offers a hybrid work schedule, allowing for both remote and in-office work. The HR Director will play a crucial role in directing, administering, and delivering comprehensive HR services that align with the agency's mission, values, and strategic objectives. This position is not represented by a union and is classified as a limited duration management service role. As the HR Director, you will serve as the Senior HR Policy Advisor to the agency director, deputy director, and executive management, providing guidance on HR policy direction and workforce management issues. You will ensure that personnel services are delivered effectively and timely to all divisions, programs, and sections within the agency. Your responsibilities will include representing the department in various HR management areas, such as grievance resolutions, civil rights issues, and professional meetings. You will also be tasked with developing and implementing innovative personnel practices and policies to meet the evolving needs of the agency. In this role, you will be part of the executive management team, responsible for setting agency policies, goals, and objectives, and planning strategies to achieve them. The position requires a strong commitment to diversity, equity, inclusion, and belonging (DEIB) initiatives, fostering a trustworthy environment within the agency. The ideal candidate will have extensive experience in public sector labor relations and human resources laws, principles, and practices, as well as upper-level management practices in both public and private sectors.

Responsibilities

  • Direct and administer the statewide Human Resources Management Program.
  • Serve as Senior HR Policy Advisor to agency leadership on HR policy and workforce management issues.
  • Ensure timely and effective delivery of personnel services to all divisions and programs.
  • Represent the department in HR management areas to other state agencies and the public.
  • Handle grievance resolutions, hearings, civil rights issues, and tort claims.
  • Develop and implement innovative personnel practices and policies to meet HR needs.
  • Set agency policies, goals, and objectives as part of the executive management team.

Requirements

  • Five years of lead work, supervision, or progressively related experience; OR two years of related experience and a bachelor's degree in a related field.
  • Knowledge and experience in public sector labor relations and human resources laws, principles, and practices.
  • Experience in upper-level management practices in both public and private sectors.
  • Experience working in a unionized environment and coordinating with Union leaders.
  • Endorsement of ethical practices and DEIB initiatives.
