About the position

The Human Resource Officer III position at the Hawaiʻi State Department of Education is a critical role responsible for overseeing the Records and Transactions Section. This position operates under the general supervision of the Human Resource Director of the Personnel Management Branch. The officer will manage the overall administration of the section, ensuring that personnel actions regarding employee treatment and movement comply with sound human resource principles, applicable laws, and collective bargaining agreements. The officer will also ensure that all forms and documents related to human resource transactions and compensation are processed accurately and timely, maintaining up-to-date employee records. In addition to administrative duties, the Human Resource Officer III will provide guidance and direction to staff, determine work priorities, and review work products for accuracy and compliance with relevant statutes and departmental policies. The officer will develop and recommend new or revised departmental guidelines and procedures to enhance the administration of the Records and Transactions Section. This includes consulting with management and staff at various levels within the department and conducting briefings and workshops to implement new policies. The officer will represent the department in discussions on statewide human resource concerns, attend meetings to explain section operations, and serve as a resource during legislative proceedings. The role also involves reviewing the organization and staffing of the section, developing and justifying the operating budget, and establishing goals and objectives to ensure operational efficiency. The officer will identify work quality standards and discuss operational problems with various stakeholders to implement necessary changes.

Responsibilities

  • Overall administration of the Records and Transactions Section and provides general supervision of positions.
  • Insures that personnel actions regarding employee treatment and movement comply with human resource principles and applicable laws.
  • Ensures accurate and timely processing of human resource transaction forms and maintenance of employee records.
  • Provides guidance and direction to staff, determines work priorities, and reviews work products for compliance.
  • Develops and recommends new or revised departmental guidelines and procedures for the Records and Transactions Section.
  • Consults with management and staff at various levels and conducts briefings to implement policies and procedures.
  • Provides technical advice and assistance to management and staff regarding the Records and Transactions Section.
  • Coordinates the compilation and dissemination of information for administrative and legislative purposes.
  • Represents the department in discussions on statewide human resource concerns and attends meetings to explain section operations.
  • Reviews organization, staffing, and operating procedures of the section to increase efficiency and economy of operations.
  • Develops and justifies the operating budget for the section and establishes goals and objectives.

Requirements

  • Graduation from an accredited college or university with a bachelor's degree in business administration with specialization in human resources management or management with coursework in personnel administration.
  • Seven (7) years of responsible professional work experience in specialized areas of human resource management, with three (3) years in an education program, agency, or system.
  • Knowledge of personnel administration, leadership dynamics, organizational change, labor problems, and business statistics.
  • Ability to plan, organize, and direct functions and activities, including complex analysis and report preparation.
