About the position

The Iowa Department of Public Safety is seeking a Retirement Benefits Officer Senior to manage the Peace Officers' Retirement, Accident and Disability System. This role involves educating members on benefits, ensuring compliance with laws, and developing policies for accurate benefit payments. The position requires collaboration with various stakeholders and the ability to analyze complex information related to retirement benefits.

Responsibilities

  • Analyze, interpret and apply Iowa Code section 97A and other applicable state and federal laws to educate and assist members in maximizing program benefits.
  • Develop policies and procedures to ensure accurate payment of benefits under Iowa Code chapter 97A.
  • Collaborate with the program's actuary to maintain actuarially determined rate tables for member benefits.
  • Conduct state-wide educational presentations for potential members, members, retirees, and other interest groups.
  • Facilitate POR members through the retirement process and counsel beneficiaries on available benefits.
  • Review and approve Qualified Domestic Relations Orders and divorce decrees for correct division of benefits.
  • Interpret and apply federal USERRA laws to ensure compliance with military leave.
  • Draft changes to the Iowa Code and Administrative Rules, legislative proposals, and policies.
  • Respond to legislative information requests and analyze proposed legislation for impact on the System.
  • Investigate complaints/inquiries from POR members and the general public.

Requirements

  • Bachelor's Degree from an accredited college or university.
  • Three years of full-time experience in job interviewing, referral and/or placement, credit investigation, collection work, financial planning, or related public contact work.
  • An equivalent combination of education and experience may substitute for the required experience.

Nice-to-haves

  • Experience in pension benefit administration.
  • Knowledge of federal and state tax laws related to retirement benefits.
  • Strong analytical and problem-solving skills.
