About the position

The Human Resource Specialist 1 (Labor Relations)/Trainee position at the New York State Information Technology Services involves assisting in the planning and development of the Employee Relations program. The role focuses on implementing collective bargaining agreements, providing advice on contract provisions, and participating in labor-management meetings. The incumbent will also handle grievance responses, conduct investigations, and liaise with legal affairs on employee relations issues.

Responsibilities

  • Implement collective bargaining agreements and inform negotiation discussions.
  • Review and evaluate changes in negotiated agreements and advise management on their impact.
  • Participate in agency-level labor-management meetings and health and safety meetings.
  • Provide advice and assistance to employees regarding contract provisions and disciplinary matters.
  • Draft counseling memos and Notices of Discipline.
  • Liaise with GOER and Civil Service as needed.
  • Administer grievance responses and work with Personnel Unit on grievances.
  • Review and evaluate policies and procedures for alignment with ITS Work Rules.
  • Prepare and conduct interrogations and investigations, and draft necessary communications.
  • Prepare witnesses for disciplinary arbitration hearings and conduct examinations.
  • Deliver opening statements and closing arguments at disciplinary arbitration hearings.
  • Act as liaison with ITS Division of Legal Affairs on employee relations issues.
  • Recommend pro-active Health and Safety actions.
  • Administer statutory leave provisions of Civil Service Law.
  • Collaborate with Personnel and Training Offices to implement employee relations training.

Requirements

  • A bachelor's degree or higher.
  • Two years of professional Human Resource experience for Human Resources Specialist 1.
  • One year of professional Human Resources experience for Human Resources Specialist Trainee 2.

Nice-to-haves

  • Experience in labor relations or employee relations.
  • Knowledge of Civil Service Law and employee rights.
