About the position

The Human Resource Specialist 1/Trainee position is responsible for assisting with the administration of staffing, classification, compensation, examination planning, and general personnel activities within the New York State Office of Information Technology Services. This role involves proactive discussions with programs for organizational planning, advising on recruitment strategies, and managing personnel activities to ensure compliance with Civil Service Law and regulations.

Responsibilities

  • Facilitate pro-active discussions with programs for organizational and succession planning.
  • Manage all personnel activities for assigned program areas, ensuring adherence to Civil Service Law, Rules, and Regulations.
  • Research, analyze, and advise on recruitment, classification, and compensation strategies for difficult to recruit positions.
  • Review and edit correspondence to Civil Service for approval of staffing, classification, and compensation requests.
  • Qualify candidates based on their social security number for transfer eligibility.
  • Assist in the development of HR procedures and special projects.
  • Perform other personnel tasks as required.

Requirements

  • A bachelor's degree or higher for Human Resources Specialist Trainee 1.
  • A bachelor's degree and one year of professional human resources experience for Human Resources Specialist Trainee 2.
  • A bachelor's degree and two years of professional human resources experience for Human Resources Specialist 1.

Nice-to-haves

  • Experience in public sector human resources administration.
  • Knowledge of Civil Service Law and regulations.
