About the position

The Human Resource Specialist position at Carroll Independent School District is responsible for supporting daily HR operations, handling routine inquiries, and ensuring compliance with certification and licensing requirements. The role involves verifying and monitoring the certification status of applicants and employees while providing knowledgeable assistance to staff. This position plays a crucial role in maintaining accurate HR records and supporting the district's mission of fostering a safe and creative learning environment.

Responsibilities

  • Handle routine HR inquiries to ensure a high level of service and support for employees and supervisors.
  • Maintain a professional HR information database to ensure employee information is accurate and reliable.
  • Receive and process applications, verifying completeness and notifying candidates not selected for employment.
  • Process new hire paperwork for various employee types, including criminal history information and references.
  • Process teacher applications and verify certification with the Texas State Board of Educator Certification (SBEC) and other educational agencies.
  • Assist in identifying appropriate certification requirements for teacher assignments according to SBEC criteria.
  • Track certification, testing, and permit status, ensuring completion within established timelines.
  • Research and maintain current information on SBEC and ESSA rules and certification processes.
  • Audit and maintain certification and licensing information for certified or licensed professional employees.
  • Compile, maintain, and file reports, records, and documents as required, including maintaining a database of certification information.
  • Maintain an accurate list of contract types and distribute contracts and letters of agreement as directed.
  • Process approval documents for the Superintendent and Board of Trustees.
  • Prepare correspondence, forms, and reports according to district standards.
  • Follow district safety protocols and emergency procedures.
  • Stay updated on innovative practices and be adaptable to changes in techniques and procedures.
  • Maintain confidentiality regarding all district matters and uphold safety rules.

Requirements

  • High school diploma or GED.
  • Ability to understand and implement certification rules and procedures.
  • Proficiency in using software for spreadsheets, databases, and word processing.
  • Basic math skills.
  • Mastery of both oral and written English with the ability to write general correspondence.
  • Effective organizational, communication, and interpersonal skills.
  • 3 years of clerical experience in an educational setting (preferred).
