The Human Resource Specialist (Development) position at the Department of the Interior focuses on enhancing workforce development through strategic training and program implementation. This position is critical in ensuring that the bureau meets its strategic goals while fostering employee growth and compliance with training requirements.

Responsibilities

• Design and execute employee and supervisor focus groups based on bureau initiatives and surveys.
• Facilitate project teams in analyzing survey findings and developing recommendations.
• Develop assessment plans to measure compliance with required training and its effectiveness.
• Review and revise training methods and curricula to ensure cost-effectiveness and efficiency.
• Conduct bureau-wide assessments to identify training needs and formulate training plans.
• Evaluate bureau training programs for effectiveness in meeting mission and strategic goals.
• Design, develop, implement, and assess customer-focused programs and policies in Human Resources Development.
• Advise managers on strategic initiatives related to Human Resources Development.

Requirements

• U.S. Citizenship or U.S. National status is required.
• One year of specialized experience equivalent to the GS-12 level in federal service, demonstrating expertise in workforce development principles and methods.
• Experience in instructional design, training course development, and facilitation of career development activities.

Nice-to-haves

• Experience in federal employment processes and regulations.
• Knowledge of the Department of the Interior's strategic goals and initiatives.
