About the position

The Texas State Board of Dental Examiners (TSBDE) is seeking a Human Resources Specialist II-III to join their Finance and Administration Division. This position is essential for the agency, which regulates the practice of dentistry in Texas. The successful candidate will be responsible for a variety of human resources functions, including payroll accounting, employee onboarding and offboarding, and compliance with state and federal HR regulations. The role requires a commitment to confidentiality and accuracy in handling sensitive data, as well as a collaborative spirit to work effectively within a small team environment. As a Human Resources Specialist, the individual will report directly to the Deputy Executive Director and will be involved in preparing payroll changes, managing employee documentation for various HR processes, and providing guidance on HR-related laws and policies. The position demands a proactive approach to ensure that all HR activities are performed in compliance with applicable regulations and that financial records are meticulously maintained. The role is full-time, requiring 40 hours of work per week, and may involve occasional overtime and travel outside of Austin. The ideal candidate will possess strong analytical skills, attention to detail, and the ability to communicate effectively with both employees and management. They will also be expected to assist in the development and implementation of HR policies and maintain organized HR files and records. Responsibilities

  • Prepare and enter all payroll changes into CAPPS.
  • Prepare all documentation for new hires, promotions, transfers, terminations, etc.
  • Provide advice to employees and management on issues, rules, and policies related to human resource management.
  • Provide guidance on state and federal human resources-related laws, regulations, policies, procedures, and management.
  • Manage the full employee life cycle for assigned areas, including onboarding and offboarding.
  • Timely enter and complete all monthly and quarterly reports such as the 941, TWC, and other reporting.
  • Enter and maintain employee data in CAPPS HR/Payroll and ERS.
  • Explain FMLA/ADA processes and provide appropriate documentation to employees upon request.
  • Assist in planning, developing, revising, and implementing human resources policies, procedures, and forms.
  • Maintain accurate and well-organized human resource files and records.
  • Ensure assigned activities are performed quickly, accurately, and in compliance with all applicable state policies and procedures.
  • Complete special projects and other related duties as assigned by finance and/or administration.

Requirements

  • Graduation from an accredited four-year college or university with a degree in finance, business, human resources, or a related field is preferred.
  • Two years of full-time experience in Human Resources, including experience as an HR Generalist, is preferred.
  • Ability to work accurately with numerical data.
  • Ability to analyze, interpret, and present accounting/financial data accurately.
  • Ability to handle multiple tasks concurrently.
  • Ability to maintain strict confidentiality.
  • Sound judgment and decision-making skills.
  • Strong attention to detail.
  • Effective verbal and written communication skills.
  • Skill in using a computer, databases, and applicable software.
  • Ability to work effectively and independently in a dependable and organized manner to meet various deadlines.
  • Knowledge of state rules and regulations for leave accounting and Human Resources.
  • Ability to explain policies and procedures to staff and the public.
