The HR Specialist at ResCare Community Living plays a crucial role in supporting operations across various human resources functions, including training, recruitment, hiring, onboarding, compliance, and retention. This position is focused on ensuring local compliance with state, federal, and BrightSpring Health requirements. The HR Specialist is expected to have a comprehensive understanding of the recruitment cycle to effectively support operations. This includes partnering with each service site to develop and implement tailored recruitment and retention plans in collaboration with the Talent Acquisition team. The HR Specialist will provide innovative recruitment strategies, ideas, and tools to assist operations in achieving their hiring goals. In this role, the HR Specialist will provide administrative support in employee recruitment, hiring, retention, and evaluation processes. Responsibilities include processing, verifying, and maintaining documentation related to personnel activities such as staffing, recruitment, training, grievances, performance evaluations, and classifications. The HR Specialist will also process and review employment applications in the Applicant Tracking System (ATS) to evaluate the qualifications and eligibility of applicants. Additionally, the role involves examining employee files to respond to inquiries and provide information for personnel actions, as well as requesting information from law enforcement officials, previous employers, and other references to determine applicants' employment acceptability. The HR Specialist will respond to requests from employees, managers, and the HR team, escalating issues as necessary. They will also provide support for employee onboarding and conduct exit meetings. Training for administrative staff will be part of the responsibilities, along with training HR Coordinators and Supervisors on the progressive corrective action process to ensure fair and consistent implementation. The HR Specialist will assist with data management and file maintenance, including day-to-day data entry and employee data maintenance in the HR Information System (HRIS). They will create and process Personnel Action Forms (PAF) for their assigned service site and arrange for in-house and external training activities. Ensuring compliance with federal, state, and local employment laws and regulations is a key responsibility. The HR Specialist will train HR team members, provide objective feedback, and offer solution-focused recommendations for resolving conflicts and employee relations matters. Maintaining a thorough knowledge of company policies and interpreting them for stakeholders is essential. The HR Specialist will also maintain positive employee relations with staff and management, inform operations about the workers' compensation claims process, assist with claim processing, and keep supervisors informed of open claims and return-to-work statuses. Conducting workplace investigations as needed and performing other assigned duties will also be part of the role.
