About the position

Haverhill Public Schools is seeking a Human Resource Specialist to join our team in a diverse and inclusive environment. This position is one of two within the HR department and is essential in supporting the HR Director and the overall goals of the department. The Human Resource Specialist will perform a wide variety of administrative and personnel functions in a highly confidential and professional manner. The role requires a commitment to excellence and the ability to manage multiple tasks effectively while maintaining a high level of confidentiality. The Human Resource Specialist will be responsible for greeting the public, receiving visitors, and following proper protocol for access to the department. This includes answering telephone calls, retrieving messages, and managing incoming and outgoing mail. The specialist will assist in data entry and maintain databases related to Human Resources, including SchoolBrains, BudgetSense, and PowerSchool. Additionally, the role involves posting anticipated job openings, managing the onboarding process for new hires, and conducting weekly new hire orientations. Attendance management is a critical function of this position, which includes overseeing personal and sick days, vacation requests, and maintaining accurate attendance records. The specialist will also coordinate substitute staffing databases, process staff evaluations, and ensure compliance with state laws regarding employee certifications and conflict of interest training. The role requires collaboration with City HR for unemployment inquiries and maintaining employee files and documentation. The ideal candidate will possess a college degree in Human Resources or a related field, or have at least two years of experience in a Human Resources role. Strong interpersonal, verbal, and written communication skills are essential, along with proficiency in Google Docs and Microsoft Office. The ability to work confidentially and manage time effectively is crucial for success in this position.

Responsibilities

  • Greet the public and receive visitors, following proper protocol for access to the department.
  • Answer telephone calls and retrieve messages in a timely manner.
  • Open, sort, and route incoming mail and prepare outgoing mail.
  • Assist in data entry and maintain databases in SchoolBrains, BudgetSense, and PowerSchool.
  • Post anticipated job openings on PowerSchool - Applicant Tracking.
  • Manage the onboarding process for new hires, including recruiting, interviewing, job offers, and background checks.
  • Support and conduct weekly new hire orientations.
  • Oversee all aspects of attendance management, including personal and sick days, vacation requests, and attendance accruals.
  • Coordinate and maintain the substitute and long-term substitute staffing database.
  • Process reasonable assurance letters for substitutes and staff members.
  • Collect and record staff evaluations and certifications in compliance with the law.
  • Distribute and process the Massachusetts Summary of Conflict of Interest Law and training materials.
  • Maintain certification from iCORI and SAFIS, processing CORI and fingerprinting documents.
  • Work with City HR to process unemployment inquiries.
  • Draft, process, and file employee letters for hiring, transfers, resignations, and retirements.
  • Maintain employee files in HR and archives, including the longevity report.
  • Develop and maintain new hire packets and manage employment verifications.
  • Coordinate summer staffing for extended-year programs and assist with practicums and internships.
  • Attend and participate in office meetings and events as assigned.

Requirements

  • Bilingual preferred.
  • Bachelor's degree in Human Resources or a related field, or at least two years of experience in a Human Resources role.
  • Extensive knowledge of Human Resources practices, especially in a school setting.
  • Excellent interpersonal, verbal, and written communication skills.
  • Comfortable with public speaking and effective time management skills.
  • Ability to multi-task and exercise good judgment.
  • Proficient in standard office equipment and computer applications, including Google Docs and Microsoft Office.
  • Basic knowledge of SchoolBrains, BudgetSense, and PowerSchool.
