About the position

The Human Resource (HR) Specialist position at A P Ventures, LLC (APV) is a hybrid role based in the Washington, DC Metropolitan Area, requiring in-office presence one day a week. This junior-level position is integral to the HR team, providing essential support in various HR functions including recruitment, employee benefits administration, payroll, and retirement services for a Federal civilian government organization. The HR Specialist will respond to daily task assignments from the Human Resources Officer or Deputy Human Resources Officer, ensuring that all HR operations run smoothly and efficiently. In the staffing and classification domain, the HR Specialist will provide recruitment and advisory services to HR office staff, office managers, and division leadership. This includes maintaining records in accordance with internal guidelines, assisting in the recruitment of candidates through Merit Staffing and Delegated Examining procedures, and preparing vacancy announcements for posting on USA Staffing or via internal communications. The role also involves leading special staffing and classification projects as assigned and participating in departmental workgroups. For benefits administration, the HR Specialist will act as a liaison between the Human Resource Benefits Officer and the HR leadership, assisting with payroll, timesheet, and retirement actions. The specialist will evaluate benefits processes for efficiency, review and improve Standard Operating Procedures (SOPs), and prepare new hire packages for incoming employees. In payroll support, the HR Specialist will address various payroll-related issues, ensuring deadlines are met, reviewing system reports for accuracy, and troubleshooting complex payroll issues. Additionally, the HR Specialist will provide advisory services regarding Federal Employee Retirement System (FERS) and Civil Service Retirement System (CSRS), assist with retirement computations, and contribute to the development of retirement-related SOPs. This role is crucial in maintaining the high standards of employee satisfaction and operational excellence that APV is known for, reflecting the company's commitment to quality service and employee retention.

Responsibilities

  • Assist with recruitment and staffing processes, including job postings and candidate evaluations.
  • Maintain records in accordance with internal records management guidelines.
  • Prepare and post vacancy announcements on USA Staffing or via internal communications.
  • Lead special staffing and classification projects as assigned.
  • Serve as a liaison between the Human Resource Benefits Officer and HR leadership for payroll and retirement actions.

Requirements

  • Minimum of an Associate's degree in a field related to human resource operations with at least one year of experience in Federal sector human resources; OR three years of experience in human resources operations in the federal sector.
  • Experience in coordinating job postings, reviewing resumes, and conducting interviews.
  • Knowledge of Federal government laws, regulations, policies, and procedures relevant to human resources.
  • Proficiency in Microsoft applications including MS Outlook, MS Word, and MS Excel.
  • Excellent oral and written communication skills.
  • Strong problem-solving, critical thinking, and analytical skills.
  • Ability to work independently and collaboratively in a team environment.
  • Flexibility, resourcefulness, and organizational skills to manage a fast-paced work environment.
