About the position

The City of Austin is seeking a Human Resources Advisor specializing in Talent Acquisition to join the Transportation and Public Works Department (TPW). This full-time position is integral to the Talent Acquisition team, which supports the hiring needs of a department with over 1,000 employees. The ideal candidate will possess strong consulting and influencing skills, enabling them to build positive relationships and develop effective strategies with leaders, teams, and individuals. The role requires a critical thinker who can handle contentious matters, solve problems effectively, and navigate local, state, and federal laws and regulations related to human resources. As a Human Resources Advisor, you will be responsible for developing methods and creative recommendations for process improvements and enhancements that foster collaborative relationships. You will promote diversity, equity, and inclusion awareness, ensuring that all employees are treated consistently, fairly, and equitably in the workplace. Advanced computer skills are essential, with proficiency in Microsoft Office, collaboration platforms like MS Teams, and emerging HR technologies being a requirement. Responsibilities

  • Assist HR management in planning, designing, developing, implementing, and evaluating major HR programs.
  • Serve as a subject matter expert in providing advice and counsel to management and employee groups on a broad range of HR issues and applicable regulations, programs, policies, and procedures.
  • Implement HR programs, procedures, processes, and strategies.
  • Recommend enhancements to improve policies, procedures, operational efficiency, and service quality; monitor implementation of agreed-upon actions until resolution.
  • Advise and influence management in making sound HR-related decisions.
  • Identify, analyze, and recommend solutions for various HR problems using morale indicators and other personnel measurements; present recommendations for corrective action programs when needed.
  • Provide training to managers and supervisors on HR topics and procedures.
  • Research, gather, analyze, and evaluate data and information; monitor program trends; review and perform quality checks of program-related data; develop and maintain management reporting to support decision-making and policy development.
  • Monitor and maintain system data, files, records, and reporting; transmit program data files to vendors; develop, monitor, and implement information tracking systems.

Requirements

  • Graduation with a Bachelor's degree from an accredited college or university in a related field.
  • Three (3) years of HR experience; one (1) additional year of experience may substitute for the education up to a maximum of four (4) years.
  • Strong consulting and influencing skills with the ability to build relationships and develop strategies with leaders, teams, and individuals.
  • Critical thinking skills to handle contentious matters and effective problem-solving abilities.
  • Understanding of local, state, and federal laws and regulations as they relate to human resources.
  • Advanced computer skills, proficient in Microsoft Office and collaboration platforms.

Nice-to-haves

  • Experience managing the full cycle recruitment process including planning, sourcing, developing, and facilitating the hiring process.
  • Experience using an applicant tracking/HRIS system.
  • Experience using social media platforms and/or external websites in the recruitment process.
  • Possess strong consulting and influencing skills with the ability to build relationships and develop rapport and credibility with employees and management.
  • A teamwork attitude; possess strong interpersonal, collaboration, and problem-solving skills.
