About the position

The Human Resources Analyst A-C, Specialist-Leave Administration position at the Louisiana Department of Agriculture and Forestry is responsible for performing diversified and technical tasks in the maintenance of human resources functions. This entry-level role focuses on managing the benefits program, ensuring compliance with state and federal regulations, and providing support to employees and retirees regarding insurance and payroll matters. The incumbent will work under the supervision of a Human Resources Supervisor and will not have any direct reports.

Responsibilities

  • Manage the Benefits program for the Louisiana Department of Agriculture & Forestry, including insurance invoicing and reconciliation.
  • Ensure changes made in eEnrollment updates in LaGov HCM for proper coverage and invoice reporting.
  • Resolve discrepancies in insurance and payroll records.
  • Audit payroll to ensure correct premiums are withheld according to employee specifications.
  • Assist Department retirees with group insurance options and requirements, providing necessary information and forms.
  • Reconcile agency Group Benefits Insurance Invoices and LSU First Invoices for active employees, retirees, and surviving spouses.
  • Communicate with retirees regarding insurance premium deductions and payment arrangements.
  • Research and reconcile the monthly Flexible Benefits Exception Report; resolve issues with miscellaneous vendors.
  • Prepare an annual report to the Legislative Auditor regarding premium payments and budget projections.

Requirements

  • A baccalaureate degree or six years of full-time work experience in any field as a substitute for the degree.
  • Knowledge of Civil Service Commission rules and departmental policies and procedures related to human resources functions.
