About the position

The Louisiana Department of Agriculture and Forestry is seeking to fill two positions for Human Resources Analyst A-C, Specialist within the Office of Management & Finance Division, located in Baton Rouge, LA. This role is part of a Career Progression Group (CPG), allowing for advancement based on qualifications. The selected candidates will be responsible for performing diversified and technical tasks in the maintenance of human resources functions, ensuring compliance with federal and state laws, and providing support to LDAF employees statewide. The positions will involve working closely with agency managers, supervisors, and employees to advise on classification and compensation, as well as handling employee administration and recruitment activities. The incumbent will also serve as a technical specialist in a comprehensive Human Resources Program, assisting with the efficient operation of human resources functions under the rules and regulations of the Department of Civil Service and LDAF policies. The Human Resources Analyst will engage in various responsibilities, including classification and compensation tasks, special pay requests, performance evaluation systems, and employee administration. The role requires a strong understanding of Civil Service rules, departmental policies, and the ability to communicate effectively with various stakeholders. The position may be filled at different levels (A, B, C, or Specialist) based on the qualifications of the selected candidate, providing opportunities for career growth within the organization. The work environment is primarily indoors, with some requirements for prolonged sitting and occasional light to moderate lifting. Responsibilities

  • Assist with providing efficient and effective operation of the total human resources function for the department.
  • Advise agency managers, supervisors, and employees on completing position description forms and ensuring accuracy.
  • Review and formalize position description forms prior to submission for approval.
  • Develop and maintain organizational charts and ensure updates are reflected accurately.
  • Conduct audits to determine FLSA status and maintain a roster of current classifications.
  • Process special pay requests and ensure compliance with Civil Service rules.
  • Serve as the primary contact for the Civil Service Performance Evaluation System (PES) program and provide guidance on its use.
  • Coordinate and process all new hires and personnel actions in LaGov HCM.
  • Counsel management and employees regarding HR policies and procedures.
  • Perform all aspects of benefits administration and counsel employees on benefits options.

Requirements

  • A baccalaureate degree or six years of full-time work experience in any field as a substitute for the degree.
  • Knowledge of Civil Service Commission rules and departmental policies and procedures.
  • Ability to communicate effectively and provide customer service.
  • Experience in human resources functions, including classification and compensation.

Nice-to-haves

  • Experience with LaGov HCM and payroll systems.
  • Knowledge of employee benefits programs and administration.
  • Ability to adapt to change and solve problems effectively.
