About the position

The Human Resources Analyst B - Specialist (Data Quality Management) position is located within the Headquarters Human Resources Section of the State of Louisiana. This role is responsible for managing the Department of Transportation and Development (DOTD) HR Data Quality Management (DQM) Program across six offices, ensuring compliance with policies, procedures, and laws while providing excellent customer service. The incumbent will audit personnel actions and pay changes, implement improvement plans, and evaluate program effectiveness to maintain data integrity for over 4,300 positions.

Responsibilities

• Manage the DOTD HR Data Quality Management (DQM) Program for six offices.
• Audit personnel actions and pay changes in LaGov HCM and NeoGov/LA Careers systems.
• Ensure compliance with DOTD policies, Civil Service rules, and Federal and State laws.
• Provide technical assistance to HR staff on data entry matters.
• Generate statistical and informational reports to analyze program compliance and recommend improvements.
• Train new HR staff on DQM program requirements and compliance.
• Collaborate with HR management and provide in-depth analysis and support as needed.

Requirements

• A baccalaureate degree plus one year of professional level human resources experience.
• Extensive knowledge of LaGov HCM and NeoGov/LA Careers systems.
• Ability to communicate effectively and display expertise in human resources functions.

Nice-to-haves

• Certification by the Society for Human Resource Management (SHRM) as a Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR).
• Master's degree in Business Administration, Public Administration, or related fields.
