About the position

The Human Resources Analyst / Benefits Specialist position at Spotsylvania County involves administering various human resources programs, particularly focusing on employee health and retirement benefits. The role requires providing guidance and assistance to employees regarding benefits, FMLA, COBRA, and other personnel issues. The ideal candidate will have experience in benefits administration and will be responsible for managing open enrollment, auditing benefit billings, and ensuring compliance with applicable laws and regulations.

Responsibilities

  • Administer various County human resources programs, including employee health and retirement benefit plans.
  • Provide information and assistance to employees, retirees, and department managers regarding personnel issues and benefits.
  • Review County policies and ensure accurate completion of new hire forms.
  • Audit benefit billings and evaluate utilization and experience data.
  • Manage open enrollment and communicate available insurance plans to employees.
  • Assist employees with health insurance claim problems and verify eligibility for participation in health insurance plans.
  • Prepare and submit required federal and state surveys/reports in accordance with regulations.
  • Maintain confidentiality of departmental issues and documentation.
  • Conduct service and disability retirement counseling for employees.
  • Assist in developing and presenting training for changes in benefits and policies.

Requirements

  • Bachelor's Degree in Human Resource Management, Public Administration, Business Management, or closely related field.
  • Five years of experience in human resources administration, benefits administration, payroll administration, or basic accounting.
  • Knowledge of employee benefits plans and related functions such as health insurance, retirement, FMLA, and COBRA.
  • Ability to effectively communicate and interact with various stakeholders.

Nice-to-haves

  • PHR / SHRM-CP certification preferred but not required.
  • Experience with NeoGov preferred but not required.
