About the position

The Human Resources Analyst C or Specialist position at the Louisiana Department of Revenue serves as an advanced level subject matter expert in the Human Resources Division, focusing on Classification, Organizational Management, and Compensation. The role involves consulting with agency staff on classification matters, reviewing position descriptions, ensuring compliance with Civil Service rules, and providing guidance on pay actions. The ideal candidate will possess strong analytical skills and the ability to make accurate judgments based on established standards.

Responsibilities

  • Consults with and advises agency staff on all classification matters.
  • Provides guidance and assistance to agency staff throughout the position description process.
  • Reviews information stated on the position descriptions and compares work described to relevant job specifications and similar positions within the agency.
  • Examines previous position descriptions to determine nature and extent of duty changes.
  • Reviews established precedent positions, organizational charts, and related information to determine relationships among positions.
  • Recommends approval, denial, or other actions on new and/or updated position descriptions, appeals for reallocation and related transactions.
  • Submits requested position description to Civil Service via the Position Description System (PDS) for consideration and position allocation.
  • Reviews all requests for pay actions to ensure compliance with Civil Service rule.
  • Consults with Talent Acquisition staff and/or Human Resources Manager regarding best pay mechanism for action reason.
  • Serves as Subject Matter Expert on the agency's 6.5g process.
  • Approves or rejects 6.5g requests after receipt and review.
  • Ensures that these special pay requests are job related and pertinent to the performance of required duties and confirms that all credentials used to justify special pay requests have been verified.
  • Prepares pay packet to go through approval process.
  • Assists the HR Manager as needed.
  • Works on special projects as assigned by the HR Manager, HR Director or Executive Staff.
  • Serves as a backup to other HR staff as needed.
  • Performs other duties as assigned.

Requirements

  • A baccalaureate degree plus two years of professional level human resources experience.
  • Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
  • A Master's in Business Administration, Public Administration, Human Resources/Personnel, Industrial/Organizational Psychology, or Organizational Behavior will substitute for one year of the required experience.
  • Possession of a Juris Doctorate will substitute for one year of the required experience.
  • A Ph.D. in Business Administration, Public Administration, Human Resources/Personnel, Industrial/Organizational Psychology, or Organizational Behavior will substitute for the two years of required experience.
  • Certification by the Society for Human Resource Management (SHRM) as a Professional in Human Resources (PHR), a Senior Professional in Human Resources (SPHR), a Certified Professional (CP) or a Senior Certified Professional (SCP) will substitute for a maximum of one year of the required experience.
