About the position

The Human Resources Analyst - Employment and Compensation position at the City of Hollywood involves performing responsible work in recruitment and selection under the general direction of a Human Resources Administrator. The role requires independent judgment to determine recruitment strategies and develop examinations to select the best candidates for various positions. The analyst will frequently interact with employees and department officials, ensuring adherence to established policies and procedures while achieving effective recruitment outcomes.

Responsibilities

  • Prepares and coordinates the publication of recruiting materials, including recruitment and promotional announcements.
  • Communicates with candidates, interviews and counsels applicants regarding employment opportunities, job requirements, and employment procedures.
  • Schedules applicants for testing and coordinates the recruitment and selection process.
  • Determines examination types, researches and writes examinations, and administers examinations.
  • Explains and defends procedures to the public, the Civil Service Board, and other advocacy groups.
  • Develops policies and procedures; conducts oral and performance examinations.
  • Reviews and evaluates applications; performs job audits to determine job content.
  • Conducts job analysis to determine proper selection strategy.
  • Researches and prepares reports and manuals; performs statistical computations to determine adverse impact.
  • Confers with department and division heads on recruitment and selection problems, devising solutions and implementing necessary changes.
  • Participates in salary and benefits surveys and other generalized Human Resources activities.
  • Assists in the supervision of clerical and support staff.

Requirements

  • Bachelor's Degree from an accredited college or university in industrial/organizational psychology, business or public administration or related field.
  • Five (5) years of professional experience in employment and recruitment.
  • Valid Driver's License with proof of automobile insurance.
  • Acceptable background record and driving record.

  • Knowledge of law and court decisions relating to employee selection.
  • Knowledge of federal, state, and local laws, ordinances, and regulations applicable to personnel management.
  • Knowledge of content and criterion validation.
  • Knowledge of Affirmative Action/EEO compliance.
  • Knowledge of HIPAA and other applicable Federal and State laws pertaining to employment and health benefits.
  • Knowledge of statistics and psychological measurements.
  • Knowledge of various job analysis and evaluation methodology.
